Max, Goofy, Dennis, Monogram, and Hego. Everyone has issues, even Vanessa, TECHNOR, and Jumba, but "having issues" doesn't really mean you are in a bad mental state. You only have a "negative mental health" when your issues are outright controlling or poisoning your life.

...actually. I believe this scene shows that Adult screams are many times more potent than those of a child. That, or the more intense the emotion, the more energy produced. Either way, that should be kept in mind. Fear and terror are two levels of the same emotion, as are simple mirth and the kind of laughter that doesn't have a name, it just threatens to actually bust your sides open.

Also, how can we actually get information on the Evronians and other aliens from Jumba and Pleakley? They have to know something about them with how Earth was called out as being "Evronian space".

I'm not sure if this has been brought up in thread, but thoughts on hiring Kitsune?
She's seems to be a good Occult hero, which is nice , especially with all the magic stuff we're getting into, plus she also seems to be decent at Diplo so we could use her instead of Goofy if we want him doing something else.

Aside from Vanessa, Jumba/Pleakly/625 and Technor, we have Russ, Goofy, and Max who are fairly stable. Its just their situations that were shitty.
Major Monogram has trauma, but its mostly from The Academy and again, the situation of Perry and OWCA. Also Carl seems fairly ok mentally as well. Hego is just Golden Age obsessed, and Mirage just got burned. The fall of Syndrome should have done wonders to her mental health.
Ludvine though, seem to be the 'sanest' of the lot, though being related to Donald means she has a genetic tendency to fly off in a rage.

That would be spoilers, and MiH doesn't tend to give out information like that unless it's something we should already know under our current conditions but just aren't understanding, or if it's some kind of encrypted code that he is giving to watch everyone scramble and freak out
If it is something relevant, you can either make a write-in that you can submit to MiH and ask if it is something you can legitimately do under current circumstances, or you can just take options you think could potentially lead that way.
Hiring her has been brought up about every threadmark since she got a card. It intensified when some people were trying to guess whether she might be the one in the tarot card reading.
Also, the fact that we kinda need her or Wendy or some other viable Diplomat replacement for Goofy, in case the Dream Queen thing materializes soon. We are kinda crap at both Diplo and Intrigue already and the units potentially in the chopping block are the heavy hitters in BOTH categories.
Wendy helps with AI stuff, which we have something of an interest in. Kitsune helps with Occult stuff, which we are very weak in still and which seems to be bound to become a major concern real quick. Janus Lee may be a viable tertiary option.

OK, so next turn, Diplo Shego and SRA; after that, Kitsune and maybe the Zaibatsu? And then Wendy and reach out to one of the other kinds? Evelyn Deavor perhaps? Is it possible to hire multiple people from the rolodex in one turn, at the cost of our diplomacy actions?

I'd like to reach out to Shego this turn, since I suspect it will synchronize well with the Middleton Drug Ring investigation. We also need to set the groundwork for the 'Alliance of the Semi-Sane' that I thought we were going for between us, Shego, and Xanatos.
Edit: Also, I'm 90% sure that better relations between Doof and Shego will improve Hego's loyalty.
