I'm thinking because Stanley's card was created at the same time as Lizzie's card (presumably anyways) he'll have better Martial.
The Investigate Arizona action is linked to the Masquerade. The QM has stated that Russ will not report on the Masquerade. Stuff like drug cartel, Orton Mahlson, and Doom aren't stuff that the QM has specifically stated Russ Will Not Report On.

I refuse to vote for any plan that is not formatted in a way that is this legible, or more legible.
Key notes:
1) No Hego going to the Resistance. Dennis gives them a sandwich. Finding him a martial arts instructor is cool but not urgent.
2) TECHNOR rather than Goofy works with Princess Coffee Java. I can see arguments for going either way, though. I could be persuaded to change my mind on this.
3) We do "Excavate Chicken Itza" and "ACME Express Delivery" for Stewardship.
4) To resolve the Great Intrigue Dilemma, we "Wing the Hawk" by feeding him false trails. This makes it more likely that Judge Doom will waste time against us, but doesn't eliminate the Hawk as a future target for us to subvert or replace with a robot duplicate.
5) Doof looks into the Dickens Detective Agency. I'm not saying Roger is unimportant, but he can wait. I'm curious about the DDA, and it sounds like they might go out of business soon.
6) Hego manages Bueno Nacho. I'm curious about what might happen as a result of taking that action.
7) Queen Lizzy tries to be sociable. No idea what happens then.
8) LOVEMUFFIN raises money for the auction.

No, I was saying that because we can send Russ on those actions without having to worry about crossing the government, we can send him on an action that specifically states the government won't be involved.
Those quotes don't prove that Toffee actually is a Masquerade, only that we can't rely on Russ to break Masquerades for us. Meanwhile, the action description seems to disprove your assertion, given that it specifically states the government is not engaging in a cover up about Toffee.

@KidFromPallet may I suggest putting Tobe on the Occult action to make it more likely to succeed? Plus I'm not really sure if Social Media is so important that it has to be done now at the expense of ACME, especially if we want to relocate the caste before or on the same Turn as the auction

Although I am not happy that Norm and Roger are getting shafted by Doofs PAs, it´s till a solid plan all-around.

Of course Toffee is apart of the Masquerade. All of the other actions related to investigate suspicious region are apart of it. That says that the government is not shoving people away, not that the government is not working to keep Paranormal details silent.
There is no mention of government action in Oregon, yet Russ would simply return empty-handed.

Just because something isn't known to the public doesnt mean its a part of the official government Masquerade.

OK, the only issues I see with "Searching, Sleuthing, and Setting Up" are...
1) If the FBI's paranormal division is involved in a masquerade regarding Toffee, Russ is going to come back empty-handed no matter what he discovers.
2) We may not get the investigative benefits of Janna providing background information and context on Toffee if we do this in the same turn.
3) We don't do ACME Express Delivery, we do "social media platform" instead. I don't think that's a good thing. I think it's unlikely to provide the short-term PR gains people are hoping for, and it undermines our ability to do expeditions to far-off places, which seems to be a big part of our Occult-building strategy.

Eh. Roger and Heinz have been on bad terms for decades; making progress with Roger every turn would be nice, but it's not mandatory. I could be persuaded to put 'Roger' in if people wanted. On the other hand, the Dickens thing strikes me as potentially time-critical; it sounds like they might go out of business if we wait too long.

I'm seriously considering it. If a second person advocates for me switching Vanessa to job shadow Doof, I'll do it.
Yeah. For instance, it's probably not to the government's advantage to keep a mind control hat outbreak in Florida secret, since in the long run that threatens everyone including the government. And yet, we don't actually know about what's happening in Florida.

I think that's simply risking too much and placing too much incompetence on the part of the Federal government.
Russ knows that Oregon is apart of the Masquerade, and Oregon is Bill. They probably don't know that much, but I think it is pretty safe to say that Arizona is apart of the Masquerade.

First order of business for my plan, I don't think we should take an intrigue option on Toffee, we are not a priority to him and we don't need to risk becoming one since we can get first hand information on him from Janna herself.
I see investigating crime in LA and Middleton to be far more pressing. These are our neighbors or are deeply entwined with our current enemy Doom. Whoever's running crime in LA has got Doom seriously worried given his actions and we need to know what so we don't get blindsided by a third faction while fighting him. For the drugs, they have been very successful and I want to keep them out of Doofania and they're also clearly linked to the cape scene so we'd most likely get some of the info from investigating the general cape scene.
In Stewardship, I still think its best to stick to the initial pitch of excavating Chichen Itza, figuring out how ACME delivery works, and have LOVEMUFFIN buy out Lee Industries. If we go with Lee Industries first we'd be getting Janus Lee as a hero unit who will be good for both stewardship and diplomacy making hiring more stewardship heroes and stockpiling money easier next turn, especially since excavating Chichen Itza will give us a nice nest egg of treasure to spend.

I prefer the Sleuthing plan because I believe that Goofy is a far better pick than Technor for overseeing the city council with the new AI, and I accept that some other choices are suboptimal.
