Considering that 1) Megavolt is basically a Toon equivalent to a Super, and Shere Khan basically said that he didn't want any Supers, working for him or otherwise, anywhere near Cape Suzette, and 2) Megavolt is, as has been mentioned multiple times, a criminally insane known (willing!) associate of Negaduck who's bent on "liberating" household appliances the world over, I really, really don't think we're ever going to be able to get them to work for us unless they get forced through a whole hell of a lot of therapy sessions with Technor.
We are definitely setting aside a lump of change for that damn auction, even if I fully intend to start slapping down things other than money like a serial exhibitionist at a game of strip poker. The more we come to the table with, the sooner we hit something David Xanatos is not expecting us to be willing to go all in for. That is a given.
Depending on the topic, Xanatos can be a high risk deal. He can and will use everyone around him (except for his family). He won't be malicious about it but give him an inch and he'll take a mile.
The good news is that he's not out to rule the world and if I recall correctly is involved in helping to propr up the federal government to at least maintain a semblance of normality. Also if you do manage to break even/get the better of a deal he won't be bitter about it.

You figure that you can reconfigure your administrative AI to deal with diplomatic abilities as well, though given the state of your coding that's going to be a job and a half. Still, it's going to be a fair bit easier than drafting up an entirely new AI from scratch.

Emotionally I want the new AI cause I feel bad for people who had passionate preferences and didn't get it. But like, practically, we realllllly need the second diplomacy, and can't afford to have Doof give it his personal attention, so a DC 10 drop is major.

With Kronos dead and gone, super crime on the rise, and no easy solution in sight, there's a real sense, at least in the West, that the time for Capes to come back into the light is now. Considering how Doom has been painting you as not doing enough to help Supers, it might be a good idea to join in on the movement before the next election cycle, which will probably decide the issue. Or would that just be playing into his hands? Well, it'll probably at least get you some goodwill in the Super community, and maybe make them more willing to work with you.

Alternately, you could flip the script. While 'Of course I don't like superheroes, I'm a supervillain!' is unlikely to go over well, you could probably come up with a more reasonable argument for keeping the SRA. Heck, you could even argue it should be expanded, so that tech-based 'capes' no longer get a technicality keeping them operating. How's that for equality?

Now that you've managed to create something that can be called an actual infrastructure and a functional, competent think tank in the form of H.A.T.E.B.A.G.E.L., it may be time to start hunting for people to fill all the open spots in your organization. Administrators, pencil pushers, programmers and specialized researchers. A band of Toons and supervillains is all well and good, but you do need someone who actually knows how to run a corporation and/or dictatorship.

I... okay, seriously, this is a powerful argument for moving either the Express Delivery or Chicken Itza to next turn. Like, we need stewardship heroes, (Acme has been worrying high DC). Like, I know we want I great-Grunkle^65, but like, we do have a second occult to fill gaps, and a stewardship hero could really help.
Janna claims to have 'borrowed' a set of odd tarot cards from somewhere. If you cross reference them with whatever else you can find out about tarot readings, maybe you can have Janna- or someone else, you guess- get a meaningful glimpse into the future?

Yeah, I'll agree with this. Like, I'm pretty sure off the top of my head that we have two Intrigue and two Learning actions - maybe two Stewardship? being tired continues to be a thing - but even if I'm right on all of that, people who casually follow the thread or who have been away for a while might need a reminder.
EDIT: Also, there's a lot I'm willing to compromise on from a skim, but I feel like having Princess CJ (long may she reign) gain some diplomatic chops is something that I must bring to pass.
