Honestly guys? I think the hyper-focus on Doom needs to stop. The railroad is set up, and frankly he's not in a good position right now. Yes he's laid the groundwork for some nastiness, but he's not our immediate concern. The Nootropics ring, and the tide of bots? Those are a serious concern. Highly addictive drugs, and now power-granters that carry the risk of death. Also, with all those bots being disseminated, imagine what could be done is someone has them swarm a single target? Weight of numbers would easily crush any opposition.

We need to get on those people.
No, the railroad isn't a solution. It's not even a bandaid. Judge Doom is already genocidal regarding toons, and it's not take much push for him to be genocidal against things like magical beings, supes, and perhaps even humanity itself. Doom isn't evil, he's a mad dog that must be put down.

In addition, in order for Doof to succeed, he must expand. Taking LA from Doom, reviving Toontown, and perhaps installing Goofy or Donald as Mayor or Governor would solve the "Toon Question" once and for all.

At the same time though, Doom's still organizing anti-Toon lynch mobs, so it'd be a bit distasteful to just leave him be. Really, we need to get started on all of the action economy actions, so we can do multiple things at once; the Spy Ring would increase our flexibility in dealing with these ??? threats significantly.

With Russ, Personal Attention, and full XP we'd have a cool ~73% chance of success, which I'd say makes the action worth the attempt. It's just a pity that we have several other action economy actions to focus on at the same time; we might not be able to prioritize the Intrigue one.
 
Have our industrial and research teams build an army to invade/secure Doomtown, but sicc OWCA on the drug dealers. We need to prep for the former, but the latter is certainly doable now and it's their expertise.

Anyway, most of the content on the floor will be just general showy stuff, including some new technology you might be able to throw together too if you wanted to be petty, but the highlight is a new solid state drive that is able to encapsulate an advanced, polymorphic AI system that can be rapidly distributed across a network. For some ungodly reason Syndrome built it in the shape of a poker chip, probably to go along with the whole 'casino' theme. After thinking for a few minutes, you realize that if you got your hands on this thing, it could potentially upgrade your entire Normbot network. At once. It could potentially work on other networks of robots as well, but come on- there's no way you're letting Syndrome keep that thing, right? The only thing that put a damper on your mood was when you noticed that the email was carbon copied to Shego as well.

Insider rumor is that the woman's control of the company has become ironclad with unprecedented speed. With Devtech having formerly been known for pro-cape sentiment, it is possible that Kronos will soon pivot away from its previous anti-super leanings.

Assuming MCing the board was hypno (and therefor intrigue, not stewardship). The amounts even line up.

We've got Russ and Mirage, so that's at least one good Intrigue hero per action.

Plus, if the "Spymaster Position" allows us to assign a Spymaster whose stats stack with Doof's and the assigned hero's - or even just replace Doof's and stack with the assigned hero's - that'd give us a substantial boost to our ability to succeed at these high DC Intrigue actions in the first place, which has been a problem for us.

Greater action economy and greater success chances would do wonders for our ability to deal with sneaky bullshit, and we definitely need help with that.
 
Just remember, we can't put Russ as the spymaster, not unless we want to give our intelligence gathering straight to the government.
I was thinking Mirage, actually.

We know nothing about how Spymastering actually works, but Russ has so many different use-cases that I figure Spymastering would interfere with some of them.

As things stand now I disagree, if we get another great Stewardship hero like Janus Lee then I might be up for having Mirage be an Intrigue hero but currently she's just too useful as a Stewardship one

*Possibly actually magic constructs, since the masquerade? Then again the first bots were delivery bots which would be more obviously bots so... probably not.

Aztec robots are honestly the hard part, looking through Disney's catalog of work, the closest they have ever gone towards working with Aztec designs would be Coco, which deals with the afterlife.

I can't help but think Shego looked over Doof's backstory and go how the hell is he as well adjusted as he is why is he not causing unholy terror whoever he goes.
