We can not risk turning Xanatos against us, so any plans that involve hampering the government are pretty much out of the question, as it seems Xanatos is supporting the American Government.
 
Openly supporting the Federal government would be a useful thing to do. Plus it would make for a good debut of any next generation developments in robotic enforcers and dinosaur cavalry that are lead and trained by an actual Mongol.

Less publicly, but still discoverable through the grapevine, he's also begun a large-scale stabilization plan to make sure nobody rocks the boat any further after the St. Canard breakout. On top of all that, Goofy told you that local media in the northeast seems to be downplaying the events of the Sands gala, so it seems like the man is operating on all cylinders to make sure the results of your little escapade doesn't become a problem for him. You're not sure if you should be proud or concerned.
That supports my speculation- Xanatos wants the basic 'world order,' or rather national order, to continue to function in the United States. He's working with the feds to stabilize things and reinforce their power. Which isn't necessarily a problem except... they're gonna want the Tri-State Area back. :p

This is the kind of thing that could plausibly result in us ending up on bad terms with Xanatos.

OK, for reference. Richland is near the southern border of Washington state, about midway along the length- close to Zootopian territory but also to the Oregon Triangle. Spokane is near the eastern edge of the same state, deep within Kronos territory. Boise is along the western edge of Idaho, most of the way to the south end of the state, also deep within Kronos territory. Carson City is near the western edge of Nevada, right near that corner where the border goes from 'vertical' to 'diagonal.' And Reno is just a little north of Carson City, so there's liable to be conflict between whoever's taken over Carson City and that Yama fellow in Reno.

It is also very possible that other cities and areas within Kronos territory have been taken over by various warlords, mad scientists, or crime lords that we don't know about

With Kronos security either leaderless or overwhelmed by clandestine assaults on all sides, the US government has presided over a federal crackdown on crime across the Rockies. While they were unable to stamp out the more organized or superpowered elements, law and order has been maintained primarily through improved coordination and anti-corruption measures with police forces used to taking marching orders from a now-silent Kronos. While Kronos still exercises undue control over the area, Federal control in the Rocky Mountains is now higher than anywhere else aside from their stronghold in the Mid-Atlantic.
Hm. Looks like the feds didn't need our help... and they now have a presence close to our territory that is relatively stronger. Remember, again, some day they may want the Tri-State Area back.
 
To be honest if the public's opinion of us gets high enough the Resistance is probably going to stop or just stay at a certain threat level, without support they would struggle a lot more or might flat out disband upon seeing the good we are doing, the moment they start doing an sort of actual serious crime [breaking and entering, theft, arson, etc] that is probably when we should step in and deal with it, graffiti is at least an overall quick fix, maybe just install the Norms with self cleaning protocols.
 
Guys here's my theory on why crime is expanding at a exponential rate.

I believe that it's all connected. The crime groups only really started developing after the St. Canard breakout. But what if they're all connected?

A prisoner in St. Canard is planning to create a national syndicate that covers all of America with Doomtown being their base of operations.

Here's the timeline
  1. The prisoner breaks out of St. Canard (May/June 2015)
  2. He first tries to put his organization in Middleton (Drug organization), the Calisota Conglomerate and Doomtown. Calisota repels them but they gain a foothold in Middleton and Doomtown (July/August 2015)
  3. They then assimilate all crime in Doomtown which allows them to gain a base of operations to plan. (September/October 2015) (They could have also possibly supported one of the supervillains in Doofania?)
  4. With the fall of Kronos they start expanding at a rapid rate. They take Omnidroids for themselves. They sell more drugs in Middleton and start taking control of crime in Boise, Carson City, Spokane and Richland. They also terrify Alonzo Hawk into abandoning his efforts in investigating them. (November/December 2015).
Edit: There's more evidence of my theory. Negaduck had enough time to prepare the prisoners to have a massive song about how they're breaking out which suggests that the prisoners there are already reasonably connected and could provide firepower for the expansion.

Why in the nine hells would anyone with half a brain, heck even a quarter of a brain, want anything to do with eastern Washington? The place is a glacier-scraped hellscape-esk scrubland. It is where hope goes to die. It's the definition of 'between a rock and a hard place'. Nothing of value rests there. No one even wants to live there, but they are forced to by ancient covenants and curses. When birds migrate, they avoid eastern Washington. Spokane is home of the hair taco. The only exports of eastern Washington is misery and candied wax. The only curriculum in eastern Washington is playing the knife song. If you want anything from a store in Spokane they require a large blood sample, to be specific it doesn't have to be your blood but the store is legally obligated to ask for it.
