Doofenshmirtz must spend 1 personal action to take this action. Ghengis Khan must be assigned to this action. If this action fails, Doofensmirtz loses all but one of his Personal Actions next turn due to his aching everything.

(Reward: Twice the martial score benefit of the normal training personal action; increased opinion with Genghis Khan; chance of beneficial traits)
 
Why do people want to fight them?, with Negaduck, Judge Doom and possibly Syndrome coming back, shouldn't Doof be gathering vassals, minions and allies, I mean its possible due to the two villains quirkiness that fighting them and winning would make it easier to recruit them later on, but still shouldn't diplomacy be attempted first?
Trying to recruit both of them simultaneously when they hate each other is almost certainly not going to work. Attacking one group while negotiating or allying with the other is a good idea because it shifts the balance of power in our favor, making it much easier to form an arrangement in which we hold the upper hand.

Right now, there are two warring factions, and we're caught in the middle. That's not a situation where we can realistically form a three-sided alliance of all three factions that is stable and under our control.

As for Sinatron, why oppose him in the first place, first of all

A. Its better for him to be king, than Syndrome reclaiming his power
B. It seems that like, Doof, he is interested only in taking over Las Vegas not the world.
C. He is one of the first sentient robot and AI ever created, he could be a way for Doof to diplomance other AI, sentient robots and machines.
D. He seems ignorant of the masquerad, idiotic than malevolent, if Doof and Rufus were to actually talk to him about why its a bad idea to declare Las Vegas as separate from America, he will likely understand, what with him being low on resources, low on allies.
E. He should at least be given the benefit of the doubt like Doof, if he wants to try his hand at taking over Las Vegas, and turning the place into a cape sanctuary.
F. With other threats out there, it pays to have as many allies to put out fires.
G. It may not be a good idea to snub him and leave him to his own devices, since with the lack of resources and allies, he may be at the mercy of Syndrome's wrath.
H. If Sinatron is sufficiently strong, he could keep Syndrome busy, if Syndrome manages to escape giving valuable time for Doof, Shego to build up their powerbase.
A) It's not clear that Sinatron would be preferable to Syndrome if he somehow took over. Sinatron is more charismatic; Syndrome has exploitable psychological weaknesses and makes enemies easily.
B) It's also not clear what the limits of Sinatron's ambitions are. He talks about taking over a city because his resources are limited. What would his ambitions look like if he had secure control of that city?
C) This is not uniquely a virtue of Sinatron. We already have a significantly more reliable and supportive AI/robotic ally in Technor, and are rapidly upgrading Norm Prime towards that level. Since unlike Technor and Norm Prime, Sinatron is hostile and willing to attack us to get his way at our expense, this is not a reason to prize Sinatron.
D) This would require us to put ourselves at risk and expose ourselves to Sinatron. If Sinatron turns out to be inflexible or unreasonable, we're in trouble. We're also in trouble if Sinatron just thinks about it and realizes that hey, if Doof can openly declare himself ruler of the Tri-State Area and get away with it, why can't Sinatron do the same for Vegas?
E) No one has any special right to be "given the benefit of the doubt" in a setting like this. Most of the major players are fairly ruthless individuals who will exploit weakness, and there are an endless stream of minor players (like Stanley, Lizzy, and Sinatron) who will seek to become powerful if they see an opening to gain power. While it's fine and good for us to cultivate allies, we should cultivate allies among those who do NOT default to attacking us the minute they realize we have something they want.

G) Sinatron being at Syndrome's mercy and left to his own devices is a problem for Sinatron, not for us.
H) This is the best argument for strengthening Sinatron, but ultimately it is only so strong. Syndrome has already been dramatically weakened even if Sinatron spontaneously disappears tomorrow. We have already gained large prizes from Syndrome, so large that we don't even know how long it will take to 'digest' them all. We are so hard up for Martial and Intrigue actions that we may simply not even get the chance to fully exploit the opportunities we already have. How long and how hard would we have to work propping up Sinatron to make sure he stays a significant rival to Syndrome long enough for us to be able to take advantage?

There is a way for Doof to give the chip to Sinatron while, keeping the FBI appeased, Shego interested in a alliance, and Sinatron a obstacle that can give Syndrome a headache at worst.

First step is to clear up the misunderstanding, we have to make it clear that Doof panicked and ran away without giving up the chip due, to not wanting to draw Syndrome's attention and wrath ( in otherwords making it publicly known that Doof dealt a heavy blow to Syndrome), and Sinatron antagonizing the Representatives of the government by declaring Las Vegas separate from the state.

Second step make it clear that Sinatron has to follow the rules of the masquerade involving the government, explain to him the concept of masquerade, how Sinatron due to his volatile position can't afford to antagonize or make needless enemies when he could be making allies.

Third step convince Rufus the FBI agent that Sinatron is a better altenative to Syndrome, Syndrome really if he could, he would commit genocide on capes at worst or at best would heavily discriminate against them. thus making Sinatron sufficiently strong enough to hold Las Vegas, would either hurt Syndrome or at the least keep him busy. Convince Rufus that as of the moment Sinatron is interested in cementing his base in Las Vegas, which is no different from what Doof is soing and building a sanctuary for capes, Sinatron could keep Syndrome busy, but that's only if he has a chance to gather resources and build up.

Fourth step Share the give the govement the means to produce Omnidroids with AI to sweeten the deal, gain more trust points with them. It accomplishes two things, one which is to give the remmants of America govermant more firepower, thus making Sinatron less dangerous , if he proves untrustworthy, it also weakens Syndrome by him no longer monopolizing omnidroids. In exchange Doof could have more leeway in other government involve masquerades such as access to aliens and other supernatural stuff.

Fifth step convince Shego about the enemy mine situation, such as Sinatron being another barrier against Syndrome if he manages to recover, Las Vegas being another safe zone for capes, Doof will share the spoils of what he found in Syndrome's gala with Shego, help Shego conquer Syndrome's power structure and help in science matters, in exchange for cape muscle, Shego will acknowledge that Doof is the overlord of the Tri-state area in theory ( while secretly Shego still has ownership of all her assets in tristate area) Something of a open house policy where Doof and Shego are allowed to operate mutually in the portion of the Tristate area- Shego owns) She can provide cape muscle when the time comes for a final attack on Judge Doom.

Sixth step, Doof and maybe the government and Shego will help Sinatron gain a foothold on Las Vegas, or sufficiently strong enough to exist as a faction. in exchange Sinatron will not mentioned anything about Doof's involvement with Syndrome, seriously that psychopath is willing to target families of his enemies, and kill capes just for existing. In fact it will be beneficial for Sinatron to have a consensual raid on Doof for starting resources (money stuff, robots, weapons) which Doof will allow occasionally , it will make it publicly clear that Doof is not involve with Syndrome's fiasco gala, Sinatron should also belittle Doof publicly to get others to underestimate him, plus it also gives Sinatron credibility which he will need.

Sinatron already knows that the theft of the chip was a preplanned heist by Doof and Shego. When Sinatron tried to recover Gwen, an unknown agent who Gwen would identify as a Fed sent to help her by Doof (since that's what she knows) was interfering. When Sinatron tried to recover the chip from Doof and Shego, Shego fought back and repelled all his forces and even injured him badly, and Gwen helped. Sinatron has very few reasons left to trust us or to believe that we are doing anything but trying to maximize our own gains.

The second step of your plan runs into a problem because Sinatron may not believe you or may not care about the 'importance' of maintaining the masquerade. He's not planning to do anything that different from what Doof has already done, after all: proclaim control of a large and nominally independent territory. Sinatron might feel compelled to accept our help anyway, but he would not have any reason to trust us or to join a lasting alliance with us.

The third step runs into a problem because Russ and the federal government already don't like what Doof is doing, and certainly won't want to encourage other factions to start doing the same. Syndrome and Kronos Corporation at least paid lip service to the supremacy of the federal government. Sinatron won't. They would be in effect ceding a claim to territory in exchange for "allies" of uncertain loyalty and intentions. This is not a good deal for them. Syndrome's opposition to supers is not necessarily something the feds even consider to be that bad, because supers elsewhere in America are a major destabilizing threat to the government.

Basically, by this point you're talking about negotiating a very specific alliance between several factions that don't trust each other, most of which have actively fought each other at one point or another. They all have to agree to specific combinations of terms and agreements that are beneficial to Doof and to your plans for the country, sometimes even at the cost of exposing themselves to risk or betrayal.

This has too many moving parts to be workable.



I already said mine was because I like the wackiness add-on about building a Giant Magnification Glass-inator and whatever the volcano inator was. We just got done with a super serious mission. We don't need to be hyper-efficient at everything. Live a little with the wackiness of random, overly complicated machines to burn some ants!

If we allied with Lizzy's ants against Stanley's robots, for instance, then we can afford to spend a few days mucking about until we finish our Baking Soda Volcano Clog-inator and blow up Stanley's volcano lair.

If we ally with Stanley's robots against Lizzy's ants, we can afford to spend a while mucking about until the Raid-inator is complete.

If we're fighting both at once... we don't have that kind of leeway.

Also own and brand an entire skyscraper while living in the massive penthouse. That building should really generate enough rent to massively outweigh any alimony check, but cartoon logic I guess.
Fun fact, we actually have a canon answer to that. Apparently, the place has VERY CHEAP RENT...Because it happens to be an oceanside property, with a view of the Danville Lighthouse, meaning that foghorns from passing ships blare at all hours. Eliminating this issue was the focus of one of Doof's schemes.

Universal Ruler, Conqueror of the Steppes, prodigious throat singer Temujin sat in one of the D.E.I. buildings many spare rooms. According to his descendant, the pharmacist, learning 'English' was important to functioning in today's society. The eccentric tutor standing beside the room's white board felt similarly. For the past few minutes, Temujin's eyes had slowly been glazing over.

"...which brings us to the -ville suffix, from the French word for town. Like our very own Danville- that is, Doofania in which you are sitting." Professor Von Drake made a wide gesture.

Temujin raised a furry eyebrow. "The city is French?"

"Oh no, not quite. Danville is actually an interesting case of something known as linguistic drift, an unconscious and gradual change in language combined with the Tri-State Arean accent. You see, the city was founded by an itinerant artist named Dan Povenmire. In the early days of colonization, it was called Dan's Village, also from the root -ville, but incorporated into late Middle English around the Norman Invasion."

Temujin nodded with newfound respect, though he wondered exactly whom Norm invaded.

"You see, Povenmire had just finished entreating with the Lakota Sioux atop Six Grandfathers mountain. Wishing to be unhindered by the Federal government, he led a small band out of the territory acquired in the Louisiana Purchase in modern day Wyoming. The settlers embarked for territory technically owned by the country of Mexico, though almost entirely uninhabited. There, atop Grandview Peak, Povenmire christened the city that would later become Danville. Unfortunately for the settlers, Mexico would cede the entire territory to the US Government less than a year later. And so the first people of Danville found themselves US citizens at the foot of a great desert."

"Desert?" It was one of the first words Temujin learned. He himself had led many a soldier across the treacherous Gobi. Yet it confused him, "I have seen signs for 'Doofania Bay'. How can the city be landlocked?"

"Excellent question, my pupil! True, bay most commonly refers to a recessed, coastal body of water that directly connects to an ocean, but in fact, it can connect to any larger body of water! In this case, the Great Salt Lake. However, Dan Povenmire believed, just as you did, that the bay was connected to an ocean. He pooled the wealth of early settlers and sent it off the bay in hopes of discovering a sea route to Asia. Unfortunately, the explorers found land several years earlier than expected and were mauled by bears shortly after making landfall."

"Feh. The settlers were weak. They would have froze in harsh Mongolian winter."

Professor Von Drake tutted, slapping a rule onto Temujin's desk. "Frozen." He enunciated. "It's past participle, not past perfect, my pupil. And try varying sentence composition and length. It makes for more interesting prose."

"But professor-" Temujin protested.

"Let it go."

"But what about the forest around the city?"

"What about it? Oh, yes. Although large vegetation would typically suffer in a region as arid as this, specimen like the Freemont Cottonwood and Trembling Aspen do exceptionally well in climates such as these, providing a large forest to the East of Doofania. Now," Von Drake turned his attention back to the whiteboard, "It seems we're moving onto the culture and history part of your lessons, yes?"

"Yes?"

"No!" Von Drake slapped the ruler against Temujin's desk again. "I was hired to teach you English and that is what I'm going to do."

So I started to write my fan theory for where Danville is and it turned into an omake. It's close enough for Russ to make an overnight from Vegas, you can make a day trip to Mount Rushmore, it's at the foot of a bay, and there's a forest right there. So in the same way Denver is Middleton, Salt Lake City is Doofania.
 
Oh yeah I just remembered something. Doof had a mad science teacher. Remember the episode his teacher got locked up but sent Doof a message to finish his plan to SET FIRE TO THE SUN!

I don't need you to explain it to me dude. I know how SV thinks because I've seen the whole song-and-dance a million times before in a million different threads. There's never a point when being less efficient is the more efficient option. It's literally in the description. It's about having fun rather than powergaming.
