So, explanation on nationals is as follows:
Martial actions are likely a wash either way, but attacking doom gives us somewhat better than a coinflip chance to succeed, and while loaning assets can get us some income, Khan is a prickly asset at best and I'd rather use him to complete one of our long term goals of hurting Doom.
Diplomacy Actions are pretty solid in terms of Mirage. But where Mirage shines that Doof doesn't is in actually reaching out and talking to people. Glomgold is crit-fishing a bit. As a sane King who is equally troubled by NegaDuck I want to have a heads up from him if Negaduck plans on attacking us. Glomgold isn't hard to work with, you know, compared to most kings. Kitsune on recruitment is an exact coin flip before Loyalty is added, but unlike Goofy (who has slightly better stats due to loyalty), kitsune has a better appreciation of both capacity for violence, and magic. I'd like to have at least one magic option for our black ops group, and sending Goofy to recruit for Black ops seems... Sub-optimal.
Stewardship has 2 Actions at -20. Broadly speaking that is not ideal, do we want low DC actions that make future goals easier. To that End, Smartymart gains income and more Stewardship power (similar to our relationship with the Dickenses). While it's not a construction project, Roddy is our best available stewardship hero and he's also technically a contractor. Negotiations with subcontractors would be well within his wheelhouse. Corporate Restructuring would help out a lot with our spying which we have both consistently failed at, and consistently gotten hurt by not succeeding at. Giving that job to the Obsessive Compulsive guy who craves order and structure and wants to stay away from the action (for now) seems like a good fit.
Intrigue gets 3 actions since it's Mirage's best stat and due to traits. Coyote takes one and Monogram is also locked in on one, but monogram's action is an EXTRA action, so we still have 2 remaining, one of which will be at -10. One of these has to be an Intro level Bill action, and we don't get to look into the San Fransokyo cult with her, so it has to be this one. Bill is both EXTREMELY DANGEROUS and PERSONALLY INTERESTED IN US by proxy. The DC here won't get any clearer, and we will never have a better bonus. Tobe has familiarity with both Magic and general weirdness which makes him ideal for this one. The second action comes at a -10, and with no real Intrigue Heroes for it. As a result we want a Low DC action with low stakes of Failure. Our best Hero left for Intelligence under that stat has +20. It could be Marco, but he costs money to hire, The other option is Jumba. Of the two really low DC options that seem to fit our qualifications, Jumba does not seem to be ideal for anti-spy operations. He does seem to be well suited for talking to people who are mentally equivalent to 6-year-olds about extremely high level technology. Thus his Assignment, which requires a roll of 39 or better without XP.
Learning gets 2 actions at achievable DCs. One takes absolute advantage of a temporary opportunity that will never come Again. TECHNOR as a licensed Psychologist and more importantly, Doof's psychologist, should ensure all HIPPA requirements are met, and will likely increase the positive outcomes here. Alan already knows about digitization, but is unwilling and unable to work with us on that. He is however almost unable to fail on dimensional travel and probably could bring his expertise in the other field to bear on it. Since it doesn't have anything to do with programs, he probably won't object to it either.
Occult contines without Mirage's input, I will be putting XP on it regardless of what plan wins.
As far as the Quest goes: obviously Mezmerella and Mirage are the gold standard here. That starts us off with this stat block:

That last +10 procs on quests but only against Kronos and may be unreliable here with Olympia.
Ideally, we should aim as high as possible, but, since we can't get everything we want here, and we only have three units that we can assign, we should at least go for a baseline of 35 in every step we can before bonuses. These stats are okay for Intrigue and Diplomacy, slightly below goals on learning and stewardship, and Horrid on martial and non-existent on Occult. We need Occult because every time we think we don't need it we get blindsided. We also want way better Martial.
Norm Prime is our best free Martial unit, he also comes with the bonus that has a robot he is probably not going to be able to be hypnotized. Marco is a possibility, and an attractive one at that since he brings Martial, stewardship and occult. However, Marco is also firmly on the positive axis of morality. This could present problems when we have a supervillainess, and an ex supervillainess, and one of our best lines of the attack is to take over people's free will and make them do what we want. Since we are trying to gain Marco's trust and loyalty, and this has exactly zero to do with the star butterfly, Marco is probably a bad pick on a long-term strategy view. We don't want to win the battle only to lose the war. Thus, Norm
That's still not great on Stewardship, or Learning, and terrible on Occult, but it prevents party wipes from a bad hypnosis defense. Since the Plan has used all our usable main Occult heroes, we should go for a Hero that we want to build up. Juniper gives us some Occult (+8) but is mostly included for the opportunity to build her working relationships with Norm and Mez, which should pay off more down the line. Final statline is:
That gives us good Martial, good diplomacy, and great Intrigue (likely the keystones of this quest), okay Stewardship and at least some Occult.
That leaves PAs. We mostly use Mirage gor Intrigue and Diplomacy, but she's actually within 6 points of our best General use Stewardship unit, She's within a much closer reach of becoming our second best diplo unit, so I've put her on all three using our potion of Haste. Therapy is important, but we very rarely get a chance to increase unit stats, and those are a very long term investment. We have no indication that Mirage is at all unstable in a way that makes thrlerapy a requirement this turn. Searching for Mrs. Incredible is important. She is unlikely to be on this quest since the reason she was in canon was she was pulled in by the Deavors, but it's still a very likely interlude and if Mirage can get closure there it would likely be helpful. Kronoscorp contacts is both essential for the quest and useful long term. A no-brainer.

1. Even with Mirage's non existent martial we still have good odds on the lending assets action and people have been wanting income.
2. I feel like there are more important diplomacy actions in the category than Glomgold like MNYC, Expanding out to Japan or France, or collabing with Xanatos or Shego
3. No security intrigue actions is an instant deal breaker for me

Lately Oregon has been a hotbed of weirdness. People are spotting all sorts of cryptids up there, like the Jersey Devil (who's a long way from home), the Mothman, Bigfoot, and lots of others. Despite having modern cameras on them at all times it's inexplicably hard for people to snap accurate pictures, and given how many other odd things have proven remarkable, it might be worth looking into?
If you're going to move forward with magic on an organizational scale, you're going to need a basic understanding of what magic is. What's a cantrip, where do spells come from, what are wizards actually doing, and why?
(Reward: Study Magic personal action unlocked, look into magical people online action unlocked, hold a magical seminar action unlocked, track magical creatures action unlocked, look back through your magic stuff action unlocked, Map Leylines action unlocked, allows further magical actions)
So, I've not been all that active lately, but I gotta say that I dislike both plans presented purely on the basis of messing with Doof's head.
1) Blatant invasion of privacy is blatant invasion of privacy. I don't care about this being an unique opportunity.
2) Bill seems to be active in the mindscape. Further mindscape exploration at this point in time involving Doof seems unwise.

People seem to be forgetting that a way to ask for Doof's permission to root through his mind is implied in the actual option. I get that it can seem like a violation of privacy, that's what scared me off at first as well. However, this is a good chance to see what makes Doof tick. Having Technor on it, who has patient confidentiality, should diminish any backlash we could get from this, barring a fail or a crit fail. As such, I'm voting for Executive, but wouldn't mind if Technor Megamarts won. Also, for those of you who want a MirageQuest Part II:

I have no doubt that the action is on the chain to lead to Bill Cipher, but as I said, chain. Our actions in the Wastelands didn't even hint at AUTO and the Axiom, for instance. What we're going to get here will open up the future. The QMs wouldn't have given us an option that is described as taking pictures only to give the people involved to Bill.
Edit: Posted a bit too early. As I said, those are still options we have to interact with that. There is nothing forcing us to take the option this turn. And we have every reason to not take it. We are going to be taking Basic Magic Theory once the Coven is clear. With Man-moth I was simply pointing out the option.

The study of the humble Toon is fraught with challenge and complexity, as the species seems to actively resist classification and the Animator's Guild hoards their knowledge. Rediscovering their creation could be a great boon, not least to the Toons themselves.

This is most likely the plan I will be going with when the moratorium ends. It takes a lot of the best nationals for developing DEI long term, takes the action that is hinted to help with the Russ situation, gets extradimensional tech research finally complete, has a powerful quest team, gets a lot of very important / potentially valuable personal actions done (Janna going to Brocamas for focus, Ludivine instructing Gomez, Janus and Jumba working together, etc.) and is proactive rather than reactive on the Trevor / Yokai situation which I think is vital with Vanessa now attending SFIT.

This is @KidFromPallet 's plan, main difference being it drops a learning action instead of a stewardship one as discussed earlier. I would personally consider it my current 2nd favorite plan by a very close margin.

This is an alternate plan if you do not want to study Doof's mind as the collaboration action. If after the voting begins the majority of people don't want to study Doof's mind, then I recommend and will push for this plan as the best plan that doesn't study his mind. It doesn't have Wendy talking to Trevor as she is doing the collab, but it does have Norm asking her for help getting rid of his Platypode obsession and offers Technor the reprieve to do 2 of his body part building personal actions, which are two things it has that I really like that the other plans above it don't have.

I disagree with reaching out to glomgold, I think Magical NYC is more important and if Janna is also trying to get a focus by going to Brocamas then the actions could synergize with both of them going to the same place. If we are taking the Magical NYC action, then it should be with Kitsune instead of Goofy, and thus Goofy should be the one to do the cream of the crop action.

I think doing these two intrigue actions is a waste consdering we have really direct intrigue actions perfectly suited with the lowest DC we're going to get because Mirage is our king. This is most likely going to be our only chance with a sane king, and Mirage is a lot more than just "sane" when it comes to intrigue.

Don't like this for the same reason I don't like the Janna personal. If Janna is going to be at Brocamas anyway, here are two alternative ideas:
1. Attend Coven Meetings -> This could help Malifishmirtz socialze a bit more with modern wizards
2. Catalogue magical items in Doofhawk -> This could probably actually help us find a focus potentially but also get some other magical items that we brought over when we moved his castle.

I don't think this is a necessary use of the potion. While yes these PAs are new and potentially only here for one turn only, Mirage is only going to be doing one action a turn moving forward so raising her stat wouldn't be as critical as raising Doof, our actual King's stats as his increases would effect everyone. We just got a bunch of brand new Doof personal actions not only to raise his stats but also give value in other ways (Norm, CJ, Potion making, Tinker, etc.) This feels like a waste right now.

Would rather have him do something interesting like "Job Shadow [name here]" But if you have Goofy on "Do some home gardening" how about have Max on "Help dad with gardening?" When we did a write in for Norm to help Doof on his musical personal last turn, half of Norm's roll on his personal was added to Doof's. I think something similar could be done here. And if not, at least Max and Goofy would have bonded a bit which could raise Goofy's loyalty potentially.

One final thing, I really want Jumba and Janus to do their complementary experiment personals this turn so the fact your plan doesn't do that is another thing I have against it.
Are we really so cheap that we can't pay 2 income to hire Dickens and have additional action? Need I remind people that we play this turn as Mirage, not as Glomgold?
Usually we have limited number of intrigue actions in affordable range and simply can't take 3rd one, but it is not the case this turn.
In regards to money concern, we have 5 income right now. We would gain more from Smarty Mart and Loan Assets. Loan Questionable Assets alone denoted as moderate income increase action which is typically +5 income, which would be enough to hire Dickens and pay for Hopper next turn.
Also we are told that we are starting to develop rapport with Dickens and I want to fully hire some of them when/if it becomes available. Not trusting them at this point is just paranoia. And even if people still don't want them to hold Security Seminar there is still [ ] Investigate Crime in Doofania DC 100 which is their primary job and something that we would need to take at some point regardless.

Which one would you take off? They all seem important. Go Undercover is probably the most directly applicable, Mr. Incredible's family is probably our only chance to do so, Therapy seems important to do, and the contacts synergize with the quest.
