She just have big discrepancy between her boisterous image and her actual approach which seems to be highly professional, as her taking additional time to negotiate employment contract indicates. If she really invested in stealing things, it is probably already included in her contracts or would be negotiated beforehand on case by case basis.

To be fair, I think people are predisposed to the end goal of DVV being "defeat the bad guy". An ending where Bill is still around just waiting to escape doesn't feel like winning, it feels like we've just bought the world some time.
