So, it just recently occurred to me that we have a potential hero unit available to us, for probably minimal effort, that we should look into: Carl.
I'm not sure, but I think he basically already works for us, as part of OWCA and part of Monogram's stat block. Frankly, though, I think this is a waste. In some ways, he's more competent than Monogram is, and likely has more growth potential too. Heck, for that matter, it might be good for Monogram overall to not be taking Carl for granted any more.
Moreover, I wouldn't be surprised if it only took a single conversation with Doofenshmirtz (and maybe a raise, especially if he still isn't being paid) to get him on board. Frankly he's criminally underappreciated, to the point where it's just possible that Shego might just hire him away from us if she found out.

As far as we are aware, we can't disassemble heroballs.
In most of those cases, I agree that disassembling a hero ball would be infeasible or pointless, but I wouldn't assume it's outright impossible. Tobe and LOVEMUFFIN function as a group, as does Monogram and OWCA, but Pleakley, 625, and Carl are developed characters in their own rights. Pleakley is pretty much useless, I doubt he actually adds anything to Jumba's stat block, so there's no point removing him. 625 is simply too lazy to qualify as a hero unit, so at best I think we might be able to treat him as equipment that we could maybe assign to Dennis instead? But Carl can and has functioned effectively on his own in the TV show, on multiple occasions.
And even if we can't detach him from Monogram, taking the time to recognize his work would probably give that whole group a significant boost, which isn't exactly wasted effort.
Stewardship: 25 (Jumba knows how to manage a project, but he can be easily distracted and gets tunnel vision on subjects he cares about. When coupled with the neuroticism of Pleakley and the largely disinterested supersmarts of 625, the three of them manage to approximate a competent steward.)
Jumba's a Heroball that works as Heroballs are intended to. At least on his Stewardship issues, Peakley adds a lot actually.
With that said, we don't want to disassemble either heroball. Jumba's excellent all around stats are because of his minions (not that they think of themselves that way). Karl would be at best a mediocre Stewardship hero (assuming that entire 14 stewardship is him). The fact that none of his other stats add anything to the heroball imply his other stats are lower.

Ok, fair, especially with regards to the relative benefits. One extra hero unit to assign very well might not be worth the hit Monogram would take to Stewardship (especially since Carl probably is all of that stat.) That said, just because an option isn't listed doesn't mean we can't do it, or it being basically part of another option doesn't mean we can't get better results by being specific.
And while it does fit in with reorganizing OWCA, I wouldn't be surprised if giving Carl some personal recognition would also give a significant boost to finishing the project as well, which we could definitely use.
"So, why is it shaped like Ducky Momo?" Vanessa asked, staring at the power armor that Professor Von Drake had constructed.
"Ah, 'dis is just de prototype! Obviously, duck theme is ideal for rough draft, and Ducky Momo is optimal for large interior volume and regular shape. Dis makes it easier to install weapon systems and extras like cup holders to determine de space dat will be needed! Now, with prototype done, we can work on proper suit to incorporate your father's personal style, as well as his Inators!" Ludvine Von Drake replied.
"So then, what will happen to this suit?" Vanessa asked, curious.
"De Prototype does not matter. Only final result. I haff no plans for de prototype. You can keep it if you vish," Ludvine explained.
Vanessa blinked. She could keep it? Having a battlesuit was really more her dad's thing; and it wasn't like she could remake it to suit her style more. Even if she asked her dad to get someone to make it more goth, it was almost a certainty that it would turn out more 'visigoth' than real goth...
So, who did she know that could use a life-sized Ducky Momo battlesuit?

You really didn't need to get me a Christmas present Vanessa! I didn't get you anything!" Candace Flynn protested as Vanessa had her oddly stalwart yet monobrowed boyfriend wheel the large crate containing what Vanessa said was her Christmas present into her living room.
"Don't worry about it," Vanessa reassured her friend. "My dad's loaded, and this was literally something someone at work just gave to me that I thought you'd like. You don't need to get me anything."
"Something I'd like?" Candace asked. Vanessa was a friend, but not a really close one. They didn't really share that many interests. What did Vanessa think she'd enjoy?
"Yeah. Monty? You have the crowbar, right? Let's show Candace what's in the box."
Monty Monogram smiled as he began prying the crate open. He'd had a few qualms when his girlfriend asked him to help her give a fully functional battlesuit to a friend of hers, but Candace seemed like a pretty stable girl, not prone to fits of mania or obsession, and she was Phineas and Ferb's big sister, so she clearly came from a level headed family. There probably wouldn't be any issues with her using the suit irresponsibly.
The front of the crate came free landing on the floor with a thunk, revealing the contents.
"A... giant Ducky Momo costume?" Candace asked, her eyes wide.
"A giant Ducky Momo battlesuit!" Vanessa corrected with relish. "I figured, since you're super into the ironic enjoyment of Ducky Momo, you'd love it, right?"
"Ha ha! Yes! Ironic!" Candace replied. "that's definitely what my enjoyment of Ducky Momo is!"
Candace was clearly on the verge of hyperventilating. "Thank you! Thank you so much! This is incredible!" She gushed as she swept Vanessa up into a hug, much to Monty Monogram's amusement.
"Hah! I guess you do like it then!" Vanessa smiled.
"Like it? I love it! It's perfect!" Candace grinned ecstatically.
"Glad to hear that," Vanessa smiled back. "Now, since this is a prototype, it doesn't have an instruction manual. But you're smart; you and your brothers can definitely figure it out with a little work."
Candace nodded, having absolutely zero intention of ever letting her crazy brothers anywhere near this, the most perfect piece of Ducky Momo paraphernalia ever!
"Thank you! Thank you! Thank you!" Candace gushed. "This is the best gift ever!"
"Well, I don't know about that," Vanessa chuckled. "But I'm glad you enjoy it!"
She paused. "Anyway, me and Monty have an appointment with this cool new coffee shop in town my dad's company is opening up as a test run for some new coffee-related thing he's doing. Have a Merry Christmas if I don't see you around before then!"
"You too, Vanessa!" Candace called back, still enthralled with her gift as Vanessa and Monty headed out.
"She seemed happy," Monty noted as they headed down the walkway to the curb. "Are you sure it was a good idea to give her a fully functioning battlesuit?"
Vanessa laughed. "Come on Monty, you met Candace! She's not some brooding over dramatic teen like my goth friends. She's super level-headed. It'll be fine!"
Monty smiled, leaning in for a peck on Vanessa's cheek. "If you say so," he paused. "Now, since this place if part of your dad's company, which disguise should we try out today? Angry German tourists? Punk rockers? Or should we retry the Vampire Queen and Scarlet pimpernel act? Now that Halloween's over, I bet we won't run into any doppelgangers this time!"
"You goof!" Vanessa laughed, lightly shoving him. "Let's try it without the disguises this time. I know your dad is still sore over what happened, but I think now that they're no longer sworn enemies, it should be okay. What do you say? ready to take a risk of being seen together in public?" The goth girl asked mischievously.
"For you?" Monty asked. "Why not?" he laughed, and they strolled off together, hand in hand.

This is wonderful. I'd forgotten about Monty Monogram dating Vanessa, which is a shame because now that you've brought it up, I seem to remember it being fairly well done.

Welcome to the Brotherhood, dude. Basically everyone who's new asks that exact same question, and the short answer is "no" (did we ever get that tag for Perry being Permadead applied?).
No Perry clones, no rescuing Perry through time travel (actually, no time travel period), no Perry robots, NO Perry the Platypus. He's like Uncle Ben, part of our tragic backstory. He's dead and needs to remain dead.
Edit: actually, I think Uncle Ben is the perfect metaphor to our Perry situation: he's the one person that will remain dead, no matter how many clones, time travels, deals with the devil, robotic duplicates, other-dimensional shenanigans, or magics are going around.
While I find the lack of Martian royalty disappointing, it is fairly understandable from a balance perspective. (Even if you can make a case for Candace being the true main antagonist of the show)

We already resurrected Khan, I'd take it with a grain of salt beyond general advisement to not replace our Hero units with Doppelgangers after they die, and not to do it with Perry.
