Society of the Eye that Sees
In a place that was still Gravity Falls (if only on the technicality that there wasn't anything else to call it) in the room of a giant pyramid standing in the center of the valley a throne of statues gained color. For the briefest of seconds it held its shape before toppling as the residents of the town along with some extraordinarily unlucky tourists all lost their balance simultaneously when the law of gravity asserted itself while it still had the chance.
The law of gravity then proceeded to back into a corner whimpering as blue fire sprung up around the tide of people and spun them into the air and then proceeded to fly them one by one past a gargantuan eye, the vast majority turning back to stone and flying back into the slowly reassembling throne and a minority staying flesh and being dropped onto the floor as hands of stone and shadow sprouted from it forcing them to kneel.
The eye then dilated and in it's depths a golden triangle exploded into existence.
"Right" said Bill Cipher. "It has come to my attention that despite becoming INVINCIBLE and ALL POWERFUL I'm still stuck in this idiotic hick town. A field of anti weirdness is keeping me and my apocalypse buddies stuck here and we can't leave without figuring out the formula behind the barrier. Even worse despite having more knowledge than you useless meat sacks could ever hope to remember I can't even see the barrier because I'm too weird for it and the only three people who might have had the tiny amount of brainpower necessary to help me solve this little problem are either dead, escaped, or too young to have a grounding in metaphorical physics!."
"Fortunately!" Bill continued in a tone that might have been mistaken for cheerful by a particularly dense toddler "All of you are so incredibly bland that you can leave easily. So aaaallll I need you morons to do is find me someone sufficiently smart enough to crack this barrier wide open. Letting me take this craaazy show global!"
It was at this point that a stupid (and brave) soul spoke out the single thought that was on the minds of every mortal present, "why would we do that for you?"
"Well you might have have noticed that all of you have something in common" Cipher laughed and the yellow brick of his body began flashing with faces.
All of the faces were clearly having... fun.
They played, ran, and ruled in a land of kaleidoscopic beauty.
Every face was the face of a child.
"all of you are parents" Bill said in a voice that would have fit better on a dragon as his eye turned red and his body turned black.
"and if even a single one of you that tries to run or betray me I'll kill your child and maim someone else's."
And with that Bill snapped his fingers and the unlucky group of parents found themselves on the outskirts of Gravity Falls each screaming in pain as a stylized eye burned itself onto their foreheads.
"Don't mind the pain too much. After all you didn't just expect to be able to leave without me keeping an eye on you after all did you!?" Bill laughed as he appeared behind the group.
"Now run along my minions of flesh and blood! And return with a genius that can free me!"
And with that the group that would come to be known as The Eye that Sees left a physical hell and entered a metaphorical one of incredible stress and worry. Partly for themselves and the mark of the demon that they now carried, but mostly for their children and the fact that their seemed to be no way out of the nightmare.
Bill has gained The Society of the Eye that Sees!
The Society is a group that is technically dedicated to freeing Bill from his prison that is Gravity Falls. In reality while still dedicated to helping Bill it's because they're stuck in a hostage situation that they can't get out of.
Martial 5: While some of them are athletic by virtue of living healthy lives very few of them have ever actually been in a real fight.
Diplomacy -10: They look and act like creepy cult from a hick town with a stylized eye literally burned onto their foreheads. While some are mildly charismatic the initial impression upon seeing them is extremely hard to get past.
Stewardship 8: Some have owned moderately successful tourist traps!
Intrigue 10: Living in Gravity Falls requires a certain type of person and that type of person is good at sniffing out and subsequently ignoring shady government agencies.
Learning 4: If they were smart Bill would have them studying the anti weird field. As it is very few among the society have graduated college and those that did didn't get degrees in science.
Occult 14: Living in Gravity Falls requires a certain mindset and type of knowledge. Also they all have a magical symbol burned into their foreheads.
Traits
Symbol of the Dorito: Bill Cipher is an incredibly powerful being that specializes in messing with people's heads. All attempts to mess with any of the society's minds will have an automatic -50 malus added to whatever trait used to perform the action (I'm assuming occult or intrigue here).
Direct line to the Devil: Technically speaking every member of the society has a direct line to Bill Cipher. While he cannot lend power directly he can offer advice. Unfortunately he's a giant dick who likes trolling people. The society randomly gains +10 or -10 or nothing on every non martial roll made.
Hostage situation: So long as the societies children are in danger no loyalty maluses apply to the unit
Loyalty: -100
If their children were made safe the society would betray Bill instantly. What did you expect?
Notes: That was... interesting. I rarely write things (which I'm sure shows in the dialogue and descriptions). Still I had fun and happy... Early Halloween or something?
Also this probably took place relatively early in the quest timeline.
Also also if it didn't make sense all the kids are trapped in Mableland, Ford is dead (I doubt Bill would let him escape), McGucket escaped (as seen), and Dipper while smart hasn't graduated high school yet. So Bill's stuck trying to get his hands on someone who can break him out of Oregon. I imagine he's pretty ornery by now.

The DC's not low, it's unknown. That makes me a bit concerned that whoever we send is gonna get lost. I'd rather not poke that bearSo, with the Society of the Blind Eye out and about enforcing the masquerade by force, I don't think we can leave Oregon alone any longer.
The QMs have clarified that just looking into Bill won't end in a curb stomp any more than just looking into Toffee has (But that we should not assault him without preparation). the DC is kinda low. Lets go for it.

That bear has some of the best rewards we could possibly get a hold of. The amount of items of power that exist in that series is ludicrous. McGucket has an insane statline. Grunkle Stan seems like he'd be good at Intrigue, Martial, and Stewardship with an unlocked occult stat. Soos would also be a nice Stewardship hero. And it's pretty clear that Oregon's nonsense isn't staying contained to Oregon. I'd rather know what's going on than get surprised by Sudden unexpected Bill.The DC's not low, it's unknown. If I see a reorganize LOVEMUFFIN action, I'll immediately put that in. As of now, I already have Jumba and Janus on talking to them for their personals, so that should tide them over a bit (the reason I don't also have Ludivine on this is because I want her to tutor Vanessa so she can take the SATs)We should use what personals we can to help Lovemuffin. Really don't want to lose the floating national action.

Qtesseract had a nice analysis of who it's best to have Ludivine lecture. The idea that it would be a hard-to-pass DC to boost Doof himself relies on a theory of the tutoring mechanics that I'm not at all certain is correct, but I quite agree with the rest of it.(the reason I don't also have Ludivine on this is because I want her to tutor Vanessa so she can take the SATs)
I want to second this. Putting Ludivine on lecturing Doof is the definition of a hail mary pass; he's not unwilling to learn, so he at least has that going for him, but he's a fellow omnidisciplinary scientist with 2 less learning. He almost certainly knows pretty much the same amount as her in just about any given field; if she wants to give him any new insight, they're going to have to get pretty far into the speculative weeds and absolute bleeding edge of a given topic. This could be an interesting conversation to see, but I wouldn't expect to see any mechanical benefit unless we rolled really well. Like, 95+ well. Hoping for applied disorder is even less plausible.
In terms of people who would benefit from instruction, besides narrative concerns there are three traits to look for. A, willingness to learn, B a relatively low learning stat, and C, someone that we benefit from having a higher learning stat. Thus, IMO, some of the better options would be:
1. Lovemuffin. They solidly fit B & C thanks to their low learning and extra action; they're only held back from being the best choice by far by their mad scientist pride making them less likely to accept it.
2. Agent Russ. He's a huge fan of toons in general and von drake in specific, having previously commented that he'd loved their pre-forking educational shows. Not only would he accept her as a teacher, he would probably even enjoy it. He also has a relatively low 15 learning, so there's a large difference there, and he's our best quest leader so he could make use of that increased stat in a lot of occasions
3. Genghis Khan. She's proven a very effective teacher for him in the past, and he's aknowledged that, so getting him to accept that he has more to learn should be easy. She also pulls triple duty here, in potentially increasing his learning in quests he leads, in reducing or negating his "artifact of the past" malus, and in helping his diplomacy and intrigue stats, which are explicitly called out as being made harder by his lack of modern knowledge.
4. Vanessa. She's certainly got the capabilities to be good at the sciences if she wanted to. She also has doof troop to make her learning stat relevant even when it's relatively low, and @Made in Heaven has remarked in the past that he's not really sure to go with her character when she's around; this gives her a distinct niche separate from Max as the straight man and works well with the most interesting parts of her canon character. Failing that, it could also help with college prep! I won't lie that this is also a scene I want to see.
5. Janus Lee. He seems fairly willing to learn from others, has a low stat of 22, and thanks to his Gemini trait he's still useful on learning actions depite a low stat. Giving him an extra 2-3 learning could make him our best vehicle researcher by a fair margin and make him more competitive with Jumba on genetics.
6. Queen Lizzy. She's one of our best learning heroes, but her actual stat is a good 10 lower, so there's still room there. More importantly from a narrative perspective, Von Drake is a mad scientist who's able to turn that obsession with knowledge into a fairly competent charisma of her own; Lizzy, who has problems talking with people, could also stand to learn from her on that. Sure, adding to Lizzy's diplomacy isn't very useful mechanically unless she's leading a quest, but it could help her out.
7. Wile e. Coyote. He's a genius in his own right, which should help with learning, and thanks to his Wile e. Peyote realization he's been shown that his previous methods were holding him back. As a one of our top quest leaders, he'll make use of that stat on any quest he leads, and while 21 is pretty good von drake has 40, so there's still a solid gap.
Unless someone knows how to get access to unicorn hair I'm not willing to go anywhere near the Oregon triangle until we have a much greater powerbase. The only way I can think to get it is A. Maybe there's some in the new york magic black market or B. someone manages to somehow canonize a mlp crossover omake by making it just that amazeballs
