Most of your evil schemes tended to focus on the acquisition of the Tri-State Area, but now that you've accomplished that lifelong goal it's time to look into some other options. Without any better ideas, you could always just search Knowsmore for anything 'extremely valuable and heavily guarded', and tell someone to steal it. That should tide you over for now.

(Reward: Income increase, increased cred in rogue and villain community, risk of reduced government or public opinion, ???; some hero units may dislike this.)

Such as, oh, I don't know, HEGO?!! The man is already at 0 Loyalty! I do not want to push the buck on this one! It's not gonna tide over well with some of our more heroically inclined employees, such as Russ, and maybe Goofy. We just got rid of Russ' loyalty malus for calling ourselves evil. We do this, it's gonna bring it right back. THIS RISK IS UNACCEPTABLE AND I REFUSE TO VOTE FOR IT!!!!!!!!!!!
Presumably, the 'some hero Units may dislike this' refers to whoever we assign to the action, not just literally everyone we have on our payroll. I can't remember an example where an action would flat out reduce loyalty of unrelated units, heck, FLUBBER doesn't reduce loyalty of unrelated Hero units. But there have been plenty of actions that specific Hero Units don't like/want to be assigned to that could reduce their success/loyalty (monogram and villainous stuff, Russ and Masquerade breakage, LOVEMUFFIN and pretty much anything)

As such, my guess would be that as long as we don't assign Hego to the action, his loyalty won't drop. He has tolerated Shego for all these years, after all.

Vanessa's oversight on building the flying car has been surprisingly invaluable. Not in the actual science part, while Vanessa might be smart she doesn't have any practical engineering experience. No, her contribution came in the form of legal recommendations. She pointed out that instead of bribing lobbyists you could just… you know, lobby for the things instead. A whole lot of senators seemed to like the idea of getting their hands on a flying car, so they pushed some laws through Congress to make them (mostly) legal! Sure, you need to get a special permit, but at least you haven't made the government any madder at you than they already are! There's still the public opinion nightmare waiting if you start rolling out Flubber-based cars in mass production, but at least you can use it yourself though!

Government opinion drop has been avoided! Research options for flying mass transit have been unlocked!

With this critical success we avoided a "slight" hit to the Feds opinion of us.

I'm not saying that we could get away with anything. But applying the right hero unit to a task might give us the narrative support to mitigate the damage.

Problem 1: We activated the Probabilitor-inator and screwed with Lady Luck for everyone.
Excuse: It was actually our employee that turned it on, plus we're warning her about it now, so she can twist this to her advantage.
Problem 2: We sent Hego into a cabal den when we knew the drug ring was still around.
Excuse: We didn't receive the Dickens' report until just before the quest team came back. Plus, it just seemed like an inhospitable trash heap. How were we supposed to know someone was living out there?

I mean, re: Excuse 1. That was an Omake I wrote, no idea if it's cannon yet.

Given its drug traders hiding low and eco-terrorists, both of whom have displayed rather explicit super-science abilities. They both seem like the types that could survive the premised "I mulch US soldiers' deadliness.

I would rather have her on two actions on improving herself.

she's our go to magic user, is related to an extremely important quest line, holds the key to our magical expeditions, our second best fighter and the theard best girl.

to be blunt she needs every available moment to improve herself because she'll be stuck putting out fires or high priority tasks for the foreseeable future.

we put her to improvement and get those crits so she's ready

As pointed out, if company retreat is available, she gets a personal either way. Maybe better, as we didn't crit it. If company retreat is available, the best way is to continue the feldrake world tour. Quests have improved stats before, and they still allow personals, which makes questing on company retreat turns very useful. Plus with it being mentioned that we'd be getting a quest team using the trait 'The Marcnificent Few. ' I'm guessing it's a quest trait for Marco and Co, with Janna and Tom on the quest, we'd have three people who likely activate it.
 
There're other ways to go about this, if we want to, like using Xanatos as an intermediary. He gets to benefit from giving the teach to the Government, probably getting a cut somewhere else and probably (again) being able to investigate space things if he wants, we, on the other hand, get new shiny investigated tech that we can use immediately to upgrade ourselves.
I'mma press X to doubt on that one. You're telling me we can use faction X to allow for collaboration with faction Y, something that doesn't look supported by the options listed last turn. Say you take Collaborate with Xanay, how to do you word what you just suggested? I'd like to work with you on: working with the government's space program? It just seems like a stretch based on how the mechanics have been listed/set.
Also, I find it extremely doubtful that if we start a Space Program the US first reaction would be to come to work with us.
I wrote a line on that, but it looks like I deleted when I moved things around. Big agree on that irregardless. We'd have to basically dominate the subject of space for it and even then the Government would be going to a company rather than the usual face-paying of the company seeking out the Government.

To be clear, the rest of the description is a reference to Kim Possible. When Shego was training Senor Senior Junior in villainy, she realized that she usually relied on Drakken to come up with the plans, and given that she was teaching him on her own she didn't really have any ideas. Senor Senior Junior then reccomends they just search "valuable and heavily guarded" and see what comes up. They ended up going after a world famous cookie recipe.

Even if they have super-science they still need to eat. I'm guessing Detroit and the surroundings areas is a kind of oasis within the wasteland where the pollution is less present.

This seems like a lot of effort to avoid opening diplomatic channels with the US Government, especially since any future interactions will probably also have to go through Xanatos. Then again, that's probably a good thing.

In this specific case, it is, because Xanatos managing the transaction means we skip the high dc and we'll probably get a better deal than if we do this ourselves.

However this is a 1-time deal, we should establish formal relationships with the US when possible because it's not really a good idea that Xanatos controls what deals we can do with the Government.

Really? I thought this was a pretty good showing. He beat a guy who he had a malus against and who managed to start the fight against him with a Nat 100. This should sate his need for heroing for long enough to study the Jo Lan Scrolls too, which will help him out.

He doesn't control them. He's his fingers on them, however, they're not puppeted by Xanatos (at least yet, I'm sure this is one of his goals).
