There has been a conversation in the Discord I would like to make the rest of the thread aware of.
There is a very reasonable chance for the Drug Cartel to be taking action against Shego, or at least major action comparable to the Sands Gala had that Nat1 vs Nat100 not happened. I'll share the main points of my argument:
Edit: Keep in mind, that without the critfail, Kronos wouldn't have been hurt anywhere near as much. There wouldn't be so many warlords simply because Kronos would have a leader, even if said leader had been humiliated.

The easiest thing to do would be to tell Shego that the High Command was a trojan horse and let her decades of experience figure out that they're going to do something.
I doubt that they would do the High Command just so that they can lower the intensity of their operations. It attributes short sightedness to them in a way that I would prefer not to also it would mean cutting down on money.
Before the High Command they probably could have continued indefinitely. It's only with that did the National Guard actually consider taking action. Shego wasn't going to bother either way.
If they didn't expect Shego to destroy the Command after the National Guard got antsy, then they are idiots.(edited)
We know that they are not idiots, so we can reasonably expect them to expand operations.
It is fairly likely especially because an action that was 63 points above the DC told us that they were probably going to expand
What they probably did not expect, was DEI hiring the world's greatest detectives to discover that it was a ruse. It's fairly likely that Shego wouldn't have bothered with doing to much investigation.
