So, Infiltrate A Hotspot is an action we have access to. The question is, which one? Cape Suzette is the easiest, and, thus, a good start, but, on the other hand, Vegas is only a bit harder, and a bit close for comfort, while San Fransokyo is high-risk, high-reward...Also, something I just thought in regards to Zootopia is that Bellwether has one major advantage in terms of Martial. See, Zootopia's anthros are scaled to their real world counterparts, so an anthro elephant is the size of an actual elephant. This actually feels like it would grant a pretty big Martial advantage, since even her disposable foot soldiers will have a significant strength advantage over regular humans just through sheer mass. To use an example, bears have thick, durable skeletons that can take multiple bullets and cars crashing into them and get right back up, can lift 700 kg, or 1543 pounds, and run at 35 mph, on top of their powerful claws and teeth (the latter biting with 1200 PSI, enough to shatter a human skull). Now imagine one of those, except bipedal and also it has a gun. And she could have more than one of those. Lots of animals outdo humanity in the physical department, meaning even a Zootopian civilian can be a big threat in a fight.

Martial: No brainer. Kings are starting to almost drop dead like flies. We need more defenses. Also, I don't trust Lizzy to not make us a suit designed for a giant ant instead of a person. She's going on the quest.
Diplomacy: Sadly, magic NYC is off the table. Oh well, I side with the Wasabi side of the Glooms vs. Wasabi debate and say we reach out to the Zaibatsu!
Stewardship: Again, no brainer. We need new security and we need the castle.


Intrigue: Unfortunately, it seems very few people have dropped the idea for the Kitsune write-in against Doom. Oh well. Disappointing, but life goes on. Why Tobe on the drug ring? Because I think the Dickens' and Monogram are too goody-two-shoes to steal the blueprints for our personal usage. Tobe's the one I really trust with this. And the Dickens' would love a chance to go after supervillains.
Learning: Stick to our guns. We need to understand AI and we need those bodies to do it. Jumba's hungry for science, and thus needs some genetic work done on his watch or he'll perform below average.
Occult: Only thing Tom will go for. End of sentence.
 
I personally think we should have the maximum of 5 people on every quest just for the potential interactions they could have, not just their stats.

On a unrelated topic, did khans new mount do anything for him or was it purely cosmetic?
