No update tonight, but will answer some questions.

The Free City vote. Will both highest votes pass or do both require half the votes?

The two highest options are taken (unless the highest option is None).

1) What cost us stability this turn, triggering iStO? (The refugees were last turn and we didn't dip into negative econ unless I calculated wrong)
2) Why did we not gain a completion bonus from the Docks megaproject? Value upgrade or a free action seem to be the standard.
3) Can you confirm your voting system for the Genius subvote and the True City/Free City votes?

Climate instability triggering refugees. Your forests and stockpiles tanked the primary damage, but the influx of refugees dinged you.

did Yenyna's son inherit her abilities and did we learn anything from her? Like did we learn how she was able to overclock herself physically, did we learn anything from her style of combat or how she wages war?

He's become a priest of some renown. Much of her condition remains mysterious, although there is some interest in going over the various formations and tactics she deployed. Most agree that without whatever spiritual insight/sheer tactical brilliance she had repeating them would be impossible, but there might be some simpler versions of use.

will the votes in favour of No Free Cities be added to the ones in favour of One Free City if both end up losing on their own?

No.

Does refusing a Quest weaken the faction, making them less dangerous, or does failing one quest make them push even harder next time?

Both. It makes less likely to give a good result and more likely to give a crappy quest with a nasty failure condition.

To double check, is a free city outside the King's authority or just like the provincial chief's?

It's basically its own province.

Whats our population now after nomming all that shit and taking all the refugees?

North of five million.
 
An Admin Hero would be best, but with Culture Genius so far in the lead, Admin Genius is the only real option.
Umm, I'm pretty sure that admin is ten in the lead above diplo. Culture is at least ten behind even diplo.

Gonna be honest, admin heroes are my favorite. It's like a cool windup toy that shits gold. Just crank them up and watch them go and then collect the treasure at the end.

I've been advocating for influence spam for quite some time.

We now have three vassals, all of which are rather large, and only one is even partially influenced towards our culture.

Out of curiosity @Academia Nut, do we have to specify not to use slavery and to follow our laws to the Thunder Horse and Thunder Speakers like we did with the Txolla, or does our RA make the transition towards having no slavery easier to implement to our vassals?

If you don't get on working with the Thunder Horse and Thunder Speakers there's a pretty good chance that once back on their feet they will attempt to break away once again.

You've made your position clear and they are willing to listen, but you have to actually go in and influence them to make sure they don't put on their own spin on things.

They count as periphery states on a mechanical level, its an in-universe thing where they are treated sort of like their own province.

If there are a total number of sub votes greater than half the total votes, I will go with the leading sub vote, otherwise I will produce a random genius.

Are you willing to say what happens narratively if a faction's failure cost is negated as it happens?

Their displeasure is dealt with as it happens, but it still happens.

wait fuck if we use influence once we end the golden age aaaaa

Yeah, we'll probably go for Vassal Support Passive instead. It takes care of that for us so we can focus on fixing our infrastructure but subordinates don't feel too neglected. Then we directly influence the Thunder Speakers and Thunder Horse once the Golden Age has ended.
