The unwritten understanding of some of the QMs was that advanced techniques and seals were not shared broadly with brand-new adoptees, because we assumed that Hazō would keep powerful advantages like MARS close to his chest. However, we never stated this explicitly in-story.
Retroactively giving a dozen people access to a powerful range of techniques and seals is well outside of what a Declare should be able to do. You will only be able to change OPSEC policy going forward, not retroactively. However, as we did not explicitly state Hazō's policy or solicit feedback, we're not going to inflict in-universe consequences for past secrecy.

We covered very little of what we needed to cover, and because of that first part of the conversation there's more that needs to be said.
Mostly the only thing from the plan we covered is "Kagome agrees the Akatsuki are probably doing necromancy too, but has no particular ideas for how to stop them". We still need to brainstorm the theoretical viability of various necromancy-relevant seals, and more importantly what diagnostic seals might help us get the data necessary to create them. In addition, we need to brainstorm security measures for scenarios like "we are forced to do our expeditions at O'Uzu and must be prepared to somehow hold off the malign attentions of Akatsuki."
Also importantly, we now know that Kagome's having a hard time right now, and we haven't been there for him. We haven't even been keeping him in the loop on necromancy, only coming to him with the Akatsuki problem now instead of after we discussed it with the Mori sisters way back when. Of course, I don't think anyone wanted us to go from that meeting straight into another meeting rehashing the same content, but nonetheless we've done little to keep Kagome part of the project beyond just waiting for him to research seals for us. That's a mistake, we've been continually playing sub-optimally here in a way that's disrespectful and hurtful to one of our family, and I think it's important that we apologize for that and promise to do better.
ROTP's plan includes some of the things we already covered, it looks like, but the bulk of the plan still needs answers and we can't very well ignore Kagome's grief now that we've seen it with our own eyes. Hidan may have taken top priority but this conversation is by no means over.

Clan Gōketsu has two Academy students: Gōketsu Honoka (year 3) and Gōketsu Sasha (year 6), both of whom were recently adopted. Gōketsu Sasha will become the first genin to graduate with the name Gōketsu in around six months, assuming no training accidents happen. No young Gōketsu have yet been selected for the Academy intake, and it will be many years before a Gōketsu-born child will be eligible.
This is not an option, because:
- There are no copies of Orochimaru's notes. Copying everything by hand (i.e. without shipping it off to the Nara for printing) would be the work of at least a year.
- A good amount of the insights are tied up in the dialogues between Orochimaru and the other Sannin.
