Is this plan exciting? No. Does it contain a bunch of fiddly bits that aren't individual scenes that might be a little QM intensive? Yes. Is it a plan that gets us some useful information, has a scene Paper said he wouldn't hate, and hopefully helps us make a call on genin teams? Also yes.
I don't mind having lots of off-screen or fiddly details to figure out in a plan. This seems fine to me.

isn't kei legally dual clan? even if she legally isn't it would seem...strange...if it's harder for Hazou to talk to Kei than Mari or Noburi.
Kei is not physically in the clan building, so Hazō cannot ask her in <5 minutes.

What do you think about pausing SC training after Sealing 50 or 59 to go full throttle on Necromancy + fixing the Great Seal?
What would this even mean? SSA means you can pretty much only research one seal at a time.

Is the Great Seal in this, or is that absorbed into the Dragons?

I think that we can tackle all of this...reasonably expediently. Hazo can finish chakdar 2.0 (it's at least partially done) and then work at the Minato chain. Mari and Noburi and some backup (don't really need Akane/Yuno) can pursue the Squirrel scroll. Akane and Yuno can pick up genin teams. With the Dragons/Condors/Archeopteryx, we can start maneuvering and plotting. (I'm not very personally invested in visiting the island again soon.) Once we're on the Minato chain we're credibly working on the Great Seal - we can also be raising Earthshaping while we're doing it.
You should ask these questions in character. They're good scene material, especially the middle one.

Talk with Mari/Yuno/Akane/Noburi about genin teams.
  • Discuss benefits/drawbacks.
  • Does anyone know they want to/don't? Is anyone on the fence? Why?
  • Does anyone want us to decide for them?
Ask and ye shall receive.
 
@RandomOTP I realize that the inclusion of these elements would make our plans functionally identical but feel free to crib some of my misc. questions for yours - I think there's value in the answers and you have the wordcount.

(My plan was originally a fork-ish of yours, in my defense.)

I'm specifically interested in finding out if the KEI are blowing us off - 'we're having issues making physical tickets' sounds suspect to me, and if it isn't, then we're basically the ideal person to help (other than being a clan and therefore somewhat partisan).

I'd also love to see the list of folks we could introduce to Harumitsu expand. Can you imagine him meeting Honoka? Comedy and cutesy gold. No, this is better than that. It's comedy and cutesy chakra metal.
Misc.:
  • Ask Kei/Mari if we're being blown off (physical adoption ticket production issues).
  • Have Noburi sniff around the Toads for information about the previous Polemarch/their downfall.
  • Finish Chakdar 2.0, then continue researching Minato's Seals.
  • Get permission for Noburi to leave the village/clarify when he could leave if he didn't take a genin team.
    • Not saying he won't take a team, just getting the facts.
    • Have him start escorting a Toad to Dog when possible. Offer whatever support makes sense.

Idle thought. It's been reflected within the narrative that Hazou is a bit of a mad scientist. I wonder if the Goketsu Clan has protocols in place to keep Hazou from brainstorming up ideas with his shadow clones? For instance, Ino just happens to stroll by and wink at him (thus blue-screening Hazou's brain), and all the Hazou's immediately forget what they were talking about.

It would mean not using SSA. 15 training blocks rounds up to 5 no prep research rolls every day. 20 days to rush the Do it Live sealing stunt. Two extra shifts on no prep rolls means any TNs that can be safely hit take no longer than TN divided by 3 days to finish. Dedicate one research stream to poking at how to make SSA work in parallel.
 
Leaf promised to keep Mari off the mission roster in return for sky stuff. Asuma would probably be fine with Mari not teaching genin if she doesn't want to
Edit: even if Mari wants to teach genin. We could bring up that Mari is relinquishing herself of that right this time, from her own good will

She gave it up when she learned SC. That ship sailed.
 
That was kei's opinion. I disagree with her

Mari has also been doing missions since then, there's been an entire world war, and Goketsu's credibility has been all over the place since then. What Leaf agreed to before Asuma was in charge counts for not very much.

More importantly, I think you're looking at it wrong. Do you know how much good manipulation our social spec Jonin can do with a given team of genin? Like, positive PR for us with whatever power blocks they are from, discovering some internal state of affairs info, etc. Plus, Mari taking missions that will mostly keep her safe isn't terrible.
