In Mirage Turn, I think. They forgot to add it this turn. It was a write in therefore. Discussed sort of on and off on the thread and elsewhere.
I've seen this multiple times, so, for reference, Here is Mirage's Personal action list from Miragequest. At no point has "Remove national actions" Ever been part of an update. I'm sure it was discussed, probably on the discord (which many people are not on) but never as part of an action list presented by the QMs.
[ ] Look Into Mr. Incredible's family
If there's one thing you regret from your time working under Kronos, it's the fate of Mr. Incredible's super family. You've spent many a night wondering what fate befell the wife, daughter and son of one of the bravest men you have ever met. Now you have the Doctor's resources, and no further justice to spend it towards, you can finally make steps towards closing that chapter of your life.

[ ] Trawl your botnets
You have a number of systems set up to monitor and affect public opinion. See if there is anything of note going viral.

[ ] Look into wayward supers
You understand the tactics involved in finding supers that shy away from the limelight. There are limits to how far you're willing to go in order to uncover a super that doesn't want to be found, but your talents might do some good. Finding a villain who needs to be stopped or a hero at the end of their rope. You'll monitor the news for anything of note and report back to Doofenshmirtz.

[ ] Reinforce Kronos Corp contacts
There are still people in Kronos… sorry, Olympia that know you, and that means there are levers to be pulled.

[ ] Recruit new talent
Dr. Heinz has a lot of contacts that he hasn't followed up on. Take the liberty of following through on a few of them and hire some new talent. (Recruit one random hero from the rolodex if a number greater than 50 is rolled.)

[ ] Engage in debates
Keeping your negotiations skills sharp requires constant practice, and that means finding someone worth debating against.

(Reward: Mirage's Diplomacy may Increase)

[ ] Update your industry standards
The field of business is continually updating to make way for new strategies and new trends in emerging markets. You need to stay sharp.

(Reward: Mirage's Stewardship may Increase)

[ ] Go undercover
A few hours spent pretending to be someone else in front of your close colleagues is a rare opportunity to keep your art of deception sharp.

(Reward: Mirage's Intrigue may Increase)

[ ] Keep up with your therapy appointments
It's good for your mental health.

[ ] Fire an employee
-[ ] Specify a Hero

(Reward: A single hero unit leaves your roster.)

[ ] Hire the Dickens Detective Agency
The Dickens are willing to work for you, hooray! Their services don't come cheap, and you'd probably want to be careful about sending them on any 'eeevil' missions. But if you pay them, their expertise will give you a free Intrigue action, and a hero to do it. You're really starting to develop a rapport with them.

-[ ] For a small (-2) income decrease, a lower level member of the Dickens family will come to aid you for a turn.

-[ ] For a medium (-5) income decrease, a veteran member of the Dickens family will aid you on an action, and likely bring some of their immediate family as well.

-[ ] For a large (-7) income decrease, the Commodore himself will complete your appointed task, and bring his entire dynasty with him.

[ ] Give a project your 'personal attention' (3 personal actions)
- [ ] Write In:

Spend all your free time on ensuring a project goes off as smoothly as possible!

Oh right, Goob vote
[X] Have Tobe take him to the time authorities.
This sounds hilarious, is probably the right decision, and gets him out of our hair.

Honesty yeah I like both those options, gleeman. Let's try to fix our rep as much as possible. Without cooking our proverbial goose

[X] Have Tobe take him to the time authorities.

I don't even mind the possibility of losing him in transit, that sounds hilarious.

It was a write-in that was approved but that was, as is typical for write-ins, added to the turn text.

I think we're gonna make an exception and add that next turn.

Goob is pathetic and worthy of pity. Let's pity him.
[X] Let him stay in the boiler room
Worst come to worst he can be hat chaff

I know what I want but I understand that no one wants to deal with Flubber for a few years after this.

I would be OK if the second option won but I think the first is preferable because it doesn't require investing any actions.

We already have a lot to deal with, and while getting flubber viable again would be great, it's another action sink I would rather avoid right now.

Depending on the action category, if it's Stewardship we might need to give up the retreat if we want to dedicate an action to keep Ludivine out of jail.

So looks like time police is winning?

[X] Have Tobe take him to the time authorities.

That'll be an interrogation I'd love to see. Cavendish, Dakota, Goob, and Tobe sitting in a police table. And honestly, I'm kinda hyped that Tobe seems to be developing into our resident time-travel expert, now?

I know what I want but I understand that no one wants to deal with Flubber for a few years after this.
If we did manage to get Flubber approved, that'd be a huge win for us at a small cost. I mean, three DC 90 actions that we could do in our sleep that would revolutionize every industry? Amazing!

But after this meltdown, not sure the questers at large will be willing to touch it.

So with that being more or less dealt with we can now plan to continue with this turn, hopefully with less salt in the future.

I think I personally will vote for Close Ranks, doing the action to help out Ludivine would be annoying plan wise and DC a bit lower than Bonkers is probably still a coin flip so not the best to attempt.

Also while as a councilor she doesn't get the mechanical benefits for Opinion it was said many times that having loyal council people is a good idea.

And the opinion from the feds and public can be repaired with some work (I say lets do the DoI quest next turn with Technor + Juniper + Gomez + Monogram)

Well, that's a huge relief. Honestly, it seems more than fair to me- I was expecting that at most, we'd get to spend XP, then Ludivine would attempt her fallback action, and if she succeeded at that we'd get to pick from results about as good as the ones available to us now.

I really want to thank the QMs for putting up with us. Running a game like this can be stressful even when everything's going smoothly, and I really appreciate the fact that they're willing to put in all this work even when we keep overreacting and turning into a seething engine of pure rage when things go too badly for us.

-[] Personal Actions:
--[] Doof:
---[] Spend Time With Norm
---[] Study Magic
---[] Remove Flubber: Tell Janus to hide the research so it won't tempt you or Ludivine ever again.
---[] Chat with the Bossman (Ludivine)
--[] Council
---[] [Ludivine] (Reflect on what almost happened)

Regarding turn planning, I think I will be going with these 5 personals next turn. I think this could be a good character moment. For both Doof and Ludivine!

This is one field assignment where I will completely back Gomez' presence. It's not guaranteed we'll run into Belos, but if we do, I want our magitech expert there. Also, I want to send the Potion of Polymorph with them, just in case we run into a desperate Vee. I'd love to have a shot at recruiting Vee.

Does Ludivine get one next turn? I forget when the retreat is.

Once a hero unit is assigned, they cannot be removed from the council until one year has passed, nor can they participate in any national actions or personal actions barring things like inator rolls. Twice per year, in January/February and July/August, Councilors instead get one free personal action they can use.
Yeah she will get a personal next turn but because of the mechanics of the council and not the retreat itself

I'm kinda realizing how bad Ludivines councilor trait is.

[ ] Ludivine
Absent-Minded Professor
Ludivine will suggest science projects with little rhyme or reason, and may refuse projects for seemingly pointless or petty reasons. However, roll 1d6 each turn. On a 6, she will automatically attempt one of your 5 lowest DC Learning actions, using only her own normal hero bonus, in addition to other National Actions.

At first I had thought this meant that she would do a extra national but it wouldn't have a councilor bonus so it would be doof+her stats and bonuses on a random project. That's not that bad as that's 38+40 so start at at least 78 right? That's pretty good. We can knock out low stuff thats just sat there for a while. Sounds great. Random free national action.

But apparently that's not how that works. It's literally just her stats. So 40.

That's actually kind of horrible.

We only have a 50 percent chance of hitting a 90 DC. We've only got 5 actions at 90 or lower. Two of those are flubber related. If we get rid of flubber ones the next dcs are in the 110s I belive. Ludivine only has a 30 percent chance of hitting those.

I think this trait might need a rework.

A 1/6th chance of triggering is low enough that I think it makes sense for this to just be a bonus national action with no councilor bonus. Just using Ludivines stats alone would seem to trap her in doing actions she has a very low chance of success at and a increased chance of failure.

The Lovemuffin problem if you will.

I'd much rather it be her getting so hyped on science she takes on a whole other project on her own initiative that would still get the doof bonus and loyalty and so on but no councilor bonus.

That way we would be excited at the chance of knocking out low level products occasionally instead of dreading her trait triggering and seeing what she was probably going to fail at this time.

Well, at least Ludivine's trait does the action in addition to the other nationals instead of her previous one as a hero unit; if this has retroactively noped the translation, then that would have sucked hard
