Yes they are part of the Quest, we been trying to work on it but it been tricky, I keep on telling people we need to focus on the weird radio so we can start talking to them and get a second allied King.

Finally we can officially get started on that whole "Council of the Semi-Sane" business after *Years* (both in-game and irl) of batting that idea around in the thread with little payout!

Wouldn´t be surprised if David (and through him probably Shego as well, since they seem to have their own little alliance going on at least to an extent) soon gains knowledge of this formal alliance and starts probing us both for what I expect to be another, bigger team-up (both Doof and David already implicitly agreed to help each other out on nasty issues like Toffee - coupled with Winston being a pretty agreeable fellow that points towards Xanatos aiming for peaceful-enough coexistence if for sheer self- interest)

So yeah, turns out this quest might be the nucleus the Council needed to get off the ground for good...not complaining at all.

As someone else argued, we could try convincing our new Ally to help us Decode those Pesky Transmission now...Olympia with their robotic/AI angle could give us the oomph needed (on top of our council as well - don´t forget that one) and now they are far more receptive to indulge what only seems to be a trivial matter.

Having a reliable outside view to gauge our standing in the "game" is a very nice thing to have - as for that Faction Opinion thingy, not bad either

...Yeah, some casualities were inevitable with how things escalated, but at least we were able to drastically reduce the amount...should only help our PR, for one.

...But I really do mind the whole "Edna Mode situation" - we really need to put a lid on that one somehow (preferably without having to "permanently silence" her, because Mirage already has way too many deaths weighing down her conscience and Edna is far too influential in the Cape community for her ignoble end to not blow up in some form)...really would like her to stand down willingly, you know?

Yeah, even with the DEI-Olympia relations beign that great right now, that ship was hard to manage at best and utterly untenable at worst, so it´s best for everyone if Mirage and Hego just remain...something *akin* to friends considering her past.

Even if communication is made things are going to be weird. That Von Neumann swarm had the theoretical capacity to talk with human beings for forty thousand years but, in terms of actual communication, you may as well be trying to teach long division to a goldfish. Even the higher end AIs are effectively living a lucid dream for the amount of coherence that we see.... and its up in the air as to whether they even realize they have neighbors at all. And about the only thing humanity could give is curiosities and entertainment for those stir crazy time abysses.

Once we figure out how to talk to them I expect a number of easily fumbled rolls to actually get anything out of it. We'd probably have an easier time communicating with the rogue terraforming engine in the Nausicaa-sourced, Ohm-infested jungles and that is saying something.

First of all, she has her own therapist already. Have her talk to them with her own personal action instead.

Second of all, Technor has more important stuff to do than to just do personal actions for others all the time.

While you do have a point, I am loathe to have Mirage air that kind of baggage to anyone outside of DEIs purview, doctor-patient confidentiality be damned.

As for Sinatron, he´ll probably get a new body from Winston, so we don´t need to concern ourselves with that.

But I hope he gains knowledge of the *Desolate* state of the Grid (especially the war between the MCP and King Candy), because then he should tell Winston, who then in turn will probably tell us

A - We are *officially-ish Allies now*, so there should be a common "field of view" in terms of threats between us (yes, that means that *eventually* - probably after a little talk with David - we should in turn tell Winston about Toffee)
B - Both Olympia and DEI have a common stake in the grid in the form of DaedalOS, so a threat on the Grid will concern us both (sure, thanks to us having the Shiva Laser - though without codes yet - and DoofOS technically still being around DEIs potential stakes are quite a bit higher thna Olympias, but still, the point stands)

Well if Sinatron is purely digital now then we should keep plugging away at our computer stuff.

Not only because we have Alan and tron on our team and our computer stuff is being used as refugee camps for digital people fleeing the war, but because if we have a quest in the digital realm there is now a chance Sinatron might show up.

Not much of a choice there. We have to do it now.
 
Well and with that the curtain falls for Evelyn (even if there is still a chance for Circuit Breaker to make another appearance in the future, depending on the dice and events jail might not be her end) and this gala.

All in all for a quest where we didn't have much of an idea what we were getting in for at the start other than it being most likely the moment that Evelyn would do her play we actually didn't come out of it in a bad position at all.

We got some important stat boost to the main stats of the whole team and hey Lizzie is getting closer and closer to having the Diplomacy skills of an average Human being.

An actual Allied faction is way more than I expected we would get out of this so that is really nice, for how the setting is and the things that await us we will need all the help we can get and self-rival reports were a thing that I really wished we had so this has been a great haul there.

Of the 2 negatives we got there only 1 is really that much of concern, even if the negative loyalty is permanent and considered to be there as long as Mirage works in the company the only one that would be affected by that would be Marco going from 0 to -5 Loyalty and to be honest since he cost Income its not like we would use him for many Nationals.

On the other hand Edna snooping around will probably be a problem that we will have to deal with in the future.

On the narrative side this quest was a treat to read and a really enjoyable time, great job there to the QM's.
 
Council Mechanics
After many months of hard work, you have finally unlocked your council! This mechanic allows you to assign hero units to council seats in return for bonuses on your national actions. Once a hero is assigned to a council seat, they will contribute half of their relevant stat, rounded down, to every national action. None of their modifiers or traits affect this bonus unless otherwise specifically stated.

Once a hero unit is assigned, they cannot be removed from the council until one year has passed, nor can they participate in any national actions or personal actions barring things like inator rolls. Twice per year, in January/February and July/August, Councilors instead get one free personal action they can use.

Your councilors will now have a higher degree of influence in DEI than they did previously. Be careful who you assign, as they by definition are being granted broad insight into all your deep secrets and plans! As a result of having a functional organization, the council will now be able to vote on any national action that you take, and if a majority (4/6) of councilors decide against it, you will be unable to take it! This is based on their own personality and views on the current situation, not particularly their loyalty.

Each councilor will have a listed Personality which describes both the way they tend to vote on various issues and an additional benefit they grant from being in charge. Often, that will be suggesting new Actions from time to time, but other benefits do exist. Councilors will give you advice on the situation at hand and suggestions as to how they think you should move forward. Keep in mind that this will always be from their perspective, and their views may not necessarily be in your best interest or towards your overall goal.

When you remove a hero unit from the council, they will suffer a loyalty bonus. This will usually be small and temporary, but it may vary depending on that unit's temperament and the circumstances under which they were removed. A narcissistic, prideful councilor might be very insulted, while someone who honestly just enjoys tinkering in their workshop might be relieved to have the responsibility taken away! Removing someone specifically to get around a council vote is likely to increase how much of a loyalty penalty they take and might also affect the positions of other councilors in the long term, so plan these things out.

Goofy is likely to provide more options that take advantage of his popularity and advance Toons. Goofy is also a fair bit wiser than people give him credit for, and is likely to point out… 'fundamental' issues in planning in much the same way a five year old would.

Despite the understanding that the two of you have reached, you and Monogram just fundamentally rub each other the wrong way, and that's unlikely to change. Monogram is likely to be contrarian just for the sake of it, which means he will judge 'edge' cases and Evil shenanigans much more harshly than others will. Sort of an 'Angel's Advocate' if you will. However, his insistence on meticulously criticizing every single thing you do means that all National Actions he oversees gain an additional +4 bonus on top of his normal bonus, as do your own Personal Actions.

Lack of Agency can still proc on Monogram! If the government requisitions him, you do not get his council bonus that turn.

Coyote is legitimately intelligent in many ways, if not nearly as smart as he thinks he is. Having worked with ACME products for more than half a century, his perception of risk/reward balance is slightly skewed. Coyote is more likely to approve large projects or grandiose designs that have a chance of catapulting you forward and equal odds of catapulting a boulder to where you're standing. That being said, he does possess some degree of self-preservation and is likely to veto actions that could result in extremely serious consequences.

FLUBBER! The elephant in the room of Ludivine's action economy is ready to slap us with its trunk. I don't know if that metaphor makes any sense but we have to either burn the files or build Hawaii 2 but this time its death could actually be the result of a power plant accident.
