...right, we can just reverse summon to our meeting point with Keiko, and tell her to nuke the area if we encounter trouble. The puppy at the meeting point probably costs ~10 CP, meaning we can keep it up through all our waking hours for ~60 CP? That seems reasonable. Also, puppy + Kagome scene is joy.

Only concern is if someone instantly kills Hazou so he doesn't do that, but he's a pretty valuable capture target even aside from the scroll. Sealmaster who created skywalkers + knows one of the most coveted secret jutsu

It's not like he contributes much to the fight anyways. Still, the "put spies at Todoroki" point is a pretty good one....
If we've brought Hazo and Noburi, then Yuno and Kagome and whoever else are in trouble commensurate with a snatch team for two scrolls.

Yeah, instant kill is surprisingly likely. We can take 10 stress before dying (2 PCJ, 3 stress track, 2 Mild, 3 Medium), so a hypothetical Weapons:2 attacker would need to beat our roll by 25. Our base Athletics once Mediums are gone is 24, and we won't get PKH, so just boost (+5) and Substitution (+3). EJ is generous with invokes, so we could plausibly invoke (Formerly) Marked for Death, Team Uplift, Lists and Plans for +12, and spend our other 6 FP for half AB (+2s) for another +12, giving us a true "Oh fuck" dodge of 56, and that a one-hit kill would have to be 81 (e.g. 60 base, 7 boost, 7 (misc tag), 7 (misc invoke).

So a jounin could kill us with moderate effort. What's worse is two chuunin like Daizen, where the first one rolls a 50 (<56) and we dodge, but the second also rolls a 50 (> 24 + 25) and we die. I could plausibly see Mist or w/e stationing two chuunin here on the off chance someone comes back.

My first thought is we could ask Asuma if he would be willing to send an ANBU to shadow us, since this is for the DRAGONWAR, but that seems like it would be pushing our luck.
I said it before, but I think it is fine if we leave while Mari isn't there. Akane is competent, and with Keiko and Ami around to run damage control I think it would be fine. Though I'm not sure whether Keiko would feel slighted or relieved we're taking a trip with the other members of the Isan team and not her.

We do not have the luxury of throwing vast amounts of money at reducing marginal risks. Unless there is solid reason to believe we will have a hostile encounter specifically with an enemy jounin, there's no reason to hire a jounin to bodyguard us.

Kagome and Hazo are HVTs, plus Hazo is heavily injured. We know skywalkers, also possess shadow clone and the Doggos scroll. If we bring Noburi with us, that also means an additional scroll.

Since we will be going to rift site, we will also be prime target of opportunities, especially if there's spy networks embedded there.

So, yes, I am willing to blow money on additional guards for whatever we can afford, since you and other voters insists on doing something risky instead of waiting for Hazo to heal.

It would be better for us to arrive at Love Island without being spotted or noticed by anybody. Don't visit the town and avoid human contact. Conduct our research, and get the fuck out ASAP.

You wouldn't necessarily station a chunin, but a ninja might visit and do a round of check with the local spies. They might be a jonin, but most likely a chunin. It will still take time for our enemy to dispatch information to get a snatch team/strike team back in the village, or somewhere much closer.
 
We don't know if the rift is stable or present. We do know that Hidan spends time there, occasionally. The safe move is letting Asuma know what's up, hiring a chuunin mission to check whether there's anything there, and then investigating. But that sounds dull.

Why would we want to risk opsec more than necessary? Leaf shows an unusual interest in Love Island means they will definitely notice.

I don't think this is really a concern. If we're colluding with the Akatsuki, there is no reason for us to go to the same place we'd previously met them at to do that. We could meet with them in a random Fire village, or even on the Seventh Path where Asuma can't see at all. On the other hand, this request makes perfect sense if we really are going because there was a rift we want to investigate as part of solving the Dragons problem. And he could be certain Akatsuki aren't there anymore, and that they don't have any secret facility there, because it'd be staggeringly stupid for them to stay in the location known to Leaf. There's nothing stopping Leaf from just doing something like this.

It's less about us colluding with Akatsuki and more about how Hazou was obviously brainwashed by Itachi. And we also didn't see a gateway to the after-life either.

We're supposed to maintain that fiction, especially now.

Hazou's word on the dragon's being a thing is in doubt to many, including the Hokage. If we spring this investigation into the rift on Asuma at the same time he's verifying our words, his alarm bells should go off.

That's not to mention that Hazou was privy to the highly sensitive info regarding obtaining Isan as an ally, bijuu seals, SSSSS, Sky-walkers, the favor of Hidan, info on the economic crisis in the Land of Fire, and the Great Seal itself. Hazou's got a treasure trove of secrets in his noggin.

He needs at least an Anbu team.

Now, I'm not saying we shouldn't go, but that we should probably build a lot more goodwill, prep, and assurances before we do.
 
Can we change this to "bring Sasuke if he agrees, and hire a Hyuuga" we don't need to bring Neji, and I don't think he'll vibe well with Noburi and Yuno on the same mission. We just don't need the drama.
Say what you will about their relationship but both Yuno and Noburi always seem happier after hanging out with Neji... just sayin'

This is a good question: What's our threat model?

Good news, Todoroki is way away from everything else. I'm going to ignore Hidden Moon (thanks Hidan!), so the nearest village is Hidden Mist, which is ~300 miles away, or about 4 days at ninja speed. Since on the way back from Mist they might have a Wakahisa, that means it'll take a week for there to be any response from Mist. That means that in my ideal safest scenario, we get an uninterrupted week of study time before we have to leave.

Here's what I would want our approach to be
1. Approach the rift site by skywalker ~1 mile up while Hazou sends an SC to scout on the ground to draw out potential attackers, possibly with a prop Summoning scroll.
2. If no attackers, descend directly to the rift site and set up a Kagome-style perimeter.
3. Investigate the rift, fleeing up if anything trips the perimeter (only 6 days for safety).
4. Skywalk up and out, return to Leaf.

Uhhh this is....not my interpretation of their interactions. From what I can tell, Neji is just an ass. Possibly a redeemable ass, in the long term. But he's not pleasant to be around, why subject the team to that when literally any Hyuuga will do? Plus Neji is probably very busy with Turtle stuff.

Yes, getting a Mild for one day seems worth it to scout out a potential trap. We can also use an Earth Clone. Otherwise, would this seem like a suitably safe approach, considering our threat models? Other villages have it much worse, by the way. Lightning gets an 8 day travel time to and from (16 days total), and Tea gets a comparable 6 days (but is less of a threat).

Oops, apparently I am terrible at math, and ninja can range 160 miles a day, not 80. Nevermind, Mist is a ~4 day loop away from Todoroki. Worst case scenario, we get bopped hard by a Mist genin spy that we don't detect who runs back to get help from their jounin buddies within half a week.

Noburi needs a toad for reverse summoning.

Also, missing-nin operative short circuit travel time. Hopefully, the decision making process goes all the way to the village before being sent to nearby operative.
