"Do you see now?" Yuno asked. "I have to marry one of you. And I'm not going to marry him just because it's the default option."

Does she actually have to marry anyone? She was originally just looking for Keiko, then Hiashi offered her Neji:

"Not that I told him everything about Isan up front—I learned a lot about bargaining chips while I was out being a missing-nin. But then he said something I couldn't have imagined. The Hokage offered me his own nephew's hand in marriage. A summoner candidate, just like…"

The only reason to marry her into the clan is to have more power over Isan than other clans and with Hiashi gone, it't not that relevant for us anymore. Asuma isn't out to kill us, partly because he can't just waste a bunch of useful people, partly because he likes/doesn't dislike Hazou.

The only downside to normal adoption is that it might piss of the Kannagi and/or Gasai, but do we really care that much? Even Keiko got an "adoption or marriage" offer.

We should probably ask Mari and Noburi if can't just adopt her and then let her deal with her romance issues.

Does she actually have to marry anyone? She was originally just looking for Keiko, then Hiashi offered her Neji:
I suppose Yuno doesn't have to marry anyone, but would you want to be her telling the dictator that you're not actually going to be useful in facilitating diplomatic ties between his country and yours and that you are therefore a foreigner in the heart of his country with no leverage or value?

I mean, I doubt Asuma would be as harsh as that framing might imply, but Yuno has no reason to expect kindness or even fairness from the authorities and Asuma isn't exactly a bleeding heart.

Here's a shitty plan.

[X] Action Plan: Sealing Contracts
Word Count: 295

Run ideas through the clan first.
  • Negotiate with the Daisho:
    • First visit: Bring sake, and a letter requesting to discuss artistry.
      • Goals:
        • Reference collaboration and sealing abstractly.
        • Build rapport, and reinforce Goketsu as authorities and not ex-missing nin.
      • Topics:
        • His poetry, and our desire to learn (read up on his books beforehand).
        • Our propensity for 'ink drawings' (seals). We've heard you're interested?
    • Second visit: Negotiate the deal.
      • We offer:
        • Preferential seal trade terms, including:
          • Discounted seals.
          • Agreement to only sell certain seals to the Daisho.
          • Commissioned seals.
        • Offer to train his children in Sealing if they're inclined, or train clanless ninja for them to adopt.
      • We want:
        • Adoption slot(s).
        • Other:
          • Seals.
          • Technique scrolls.
          • Assistance with the contest.
  • IFF we get a Daisho adoption slot, adopt Haru and his family.
    • Invite him over, tell him how the clan works and his role in it. If he accepts, get paperwork filled out and submitted.
    • Teach Haru the Pangolin Training Technique. Inform him of the Pangolin agreement.
  • Skysliders:
    • Regularly check in and getting progress reports.
      • Contribute any ideas or inspiration you think might help (such as your insights on updrafts from way back in Mist)
      • Test their prototypes at safe low altitudes.
    • Raise morale:
      • An inspiring speech never hurt.
      • Set up a prize for getting a functional prototype design: a sizeable sum of money or a personal favour from us.
  • Misc.:
    • If we have more decoded spy notes, bring them to Asuma.
    • Spend some time with Yuno so she feels included, keeping in mind her cultural traditions.
    • Have Noburi talk to Haru's father about restarting his business.
    • Spread the word about our storage seal bank to merchants and farmers; they can hold seasonal produce and sell it out of season for better prices.
    • Perform Ami-style training daily.

Does she lose all value if we just adopt her instead of marrying her to Noburi? She is still part of the Toad summoner clan who's sister is the pangolin summoner. Also her information and knowledge about the place stays relveant anyway.

Of course we can't do it if building an alliance with them becomes impossible, it's just that adopting Hazou/Keiko/Noburi didn't stop Leaf and Mist to ally.

That's why I want to ask Mari, Noburi and actually Yuno herself how Isan and the Kannagi would see this.

Well, one factor is that adopting Yuno would tacitly imply she's no longer associated with Isan, whereas marriage would let her still be part of Isan but also be part of Leaf, which is where the diplomatic ties come from. (And yeah, she's missing-nin from Isan right now but that can be polished over when we go back).

And I did mention that Asuma probably wouldn't turn on Yuno very harshly, imo he'd probably lose most interest in her except what intel she has on Isan and then send her back to Isan afterwards, and I don't think that he'd see reason to approve her adoption into Leaf. Also adoption appears to require the consent of the previous clan if applicable, and since Yuno is pretending to not be a missing-nin right now it'd be messed up in Asuma's eyes for her to abandon her previous clan without their consent.

Note that Tower recognition of adoption is not only about tax purposes. Clan secrets are only clan secrets if you keep them within the clan; if you share them with people who are not officially part of your clan then they no longer get official protection. Likewise, clan ninja get preferential rights under the law -- their Clan Head must be notified, kept in the loop about the investigation (however in-depth that might or might not be), and be given the option to be present during interrogations and at sentencing for crimes more serious than administrative discipline. If the Hokage orders a specific ninja off on a mission for the Tower, the Clan Head must be notified. There's more but it's all in that vein.

The people who live on your estate but aren't Gōketsu on paper do not have these legal protections. They can be yanked away at any time by order of the Hokage, they can be interrogated without your knowledge, consent, or presence, and so on.

Well. It looks like we need the legal recognition to protect members adopted into our clan and that it isn't just for tax benefit.

Sure, but my point was to ask if we can afford to annoy the Kannagi and lose some political capital or not, also being missing-nin isn't something that can be polished away that easily. It's just going to be legal fiction if they want an alliance regardless of marriage or not.

Can you tell me where it was stated that she is pretending not be a missing-nin? I doubt Yuno could lie to Hiashi and pretend to be legally still part of Isan. But sure, if that's the case, then she would need a marriage.

Are you talking about that part?

"Just like Nara Keiko had been. I haven't exactly explained my status back in Isan to him—it's not something I want to talk about with a total stranger—so I don't have any trouble imagining what he's after."

I think it's just about her being a social outcast in her village.

[X] Action plan: melting snow
  • Meeting with Daisho
    • review everything with Mari
    • Metaphor for meeting: Melting Snow
      • Hazō represents a new wave that threatens to wash away current structures
      • Daisho is a diminished lake that needs to be field
      • Daisho is your superior who can help channel Hazō's ideas
    • purpose of meeting purchasing adoption slot and securing long term alliance
      • We would be willing to trade
      • Preferential seal trade terms, including:
        • Discounted seals.
        • Agreement to only sell certain seals to the Daisho.
        • Commissioned seals.
      • Teaching clanless ninja Sealing and steering them their way for adoption.
      • Collaboration in future projects
    • Highlight similarities between Hazō and Daisho
      • Kurosawa also had a seal master every generation
      • Daisho and his wife marriage compares to Hazo's parents
    • Have a nice bottle of Sake. Hazō will only have one cup because a seal master must understand his limits
  • Meet with Asuma
    • Discuss what leads he had found about summon scrolls
    • Can we use any of Jiraiya's contacts to help on this mission
    • Would Asuma recommend working with various Yakuza groups to find information?
  • Haru and Noda
    • Invite them both to live with us officially

What about our Skyslider skunkwork? We should check in, and if not already set up, set up.

@faflec

Please interact with Yuno, thank you.
Done, I made it a bit more wordy than before. Let me know if you agree or not.

Asuma nodded but gestured a warning. "Don't read too much into it. Summoning is chakra-intensive and most Summoners are already S-rank ninja. There's a narrow range of battles in which it makes sense to use a Summon; it needs to be an opponent that you cannot defeat on your own, but the chakra cost of Summoning will not cause you to lose the fight. Furthermore, the older reports on Yoshida said that he was assassination-spec. Very stealthy, good at disguises, that kind of thing. It's possible that he's still out there but has changed his identity so as to confuse potential enemies, and has been avoiding using his Summons where they would be seen."
How cute, Asuma thinks we're wanting summon scrolls for the combat potential and not to utterly destroy both worlds' economy! :p

While I'm at it... @eaglejarl @Velorien @OliWhail Are techniques being released immediately as they're given over as part of the competition? If so, can we have a "you looked at these techniques and if there's any training techniques you may choose to have retroactively learned them" pass? :p
The staff at Command Central explains there was a significant debate during the planning stage. The final decision was that there will be an announcement every few days to a week saying something along the lines of "a technique doing X has been submitted", although no further details will be provided.

The original plan was that each contribution would be released immediately in order to get the good stuff into quick circulation. It was eventually decided to do the 'no details' version because otherwise clans that submitted early would be at a disadvantage since they would be giving their rivals time to reverse-engineer the technique and come up with new contributions based on it. By the same token, the name of the person submitting a contribution is not being released so as to avoid presenting information on their progress to their rivals.

Ami-style training added.
