No citation, just a guess based on two facts we know:
1. There were 30 sealmasters in Leaf before the BoTG, skywalker sealing failure, and the Collapse
2. Sealing is described as the most dangerous role a ninja can do; this suggests that the jonin:chunin:genin ratios are more lopsided than even the ninja average.
6 chunin-grade sealmasters is thus my high end guess for how many sealmasters of that rank and above Konoha has, let alone active researchers instead of people just constantly infusing explosive, storage, and interesting genin-grade seal #36.

Hm. You'd still need to do the same research to make the 5SB work for chakra adhesion on top of the singular support seal, so it might not be viable in 2 months. But it actually doesn't seem that bad a project.

It is unlikely that a single clanless ninja can come up with enough to outbid the most powerful clans in Leaf.

I had to look up push factor (things that make someone want to leave a place) and pull factor (things that make someone want to move there). What do you see as the particular factors in this situation?

Flight is more of a science project than an engineering project. The Wright brothers couldn't had done without they did without a solid understanding of how flight works nor would they had achieved their fame if it was simply just flying.
There are many attempts and contraptions. They ended up in miserable failure because the inventors don't have a good understanding of the solid principle.
Just to be clear, this is not "idea brainstorming." This is test, theorize, and iterate.

In a longer form story: If you're a merchant in, let's say, Keishi, you've recently found out that Konoha lost both Hiruzen and Jiraiya, Hiruzen for several months. Your contract exists at the mercy of the Hokage; you don't have the certainty of knowing that Hiruzen or Jiraiya would personally back your right to sell your goods, and a ninja or tax collector can easily demand extra money in exchange for being able to set up your merchant wares and you don't know if the new Hokage, Hiashi, will back you up. In theory you could complain to the Merchant Council in Leaf, but you have connections to the Merchant Council in Keishi, not the Merchant Council in Leaf.
If you're a bigger merchant, however, you probably have a few people who tell you the recent gossip: gossip like "one of the marketplaces was just destroyed by ninja magic and the merchant quarters were hit". Now, this might be an opportunity; a chance to go ply your wares now that a bunch of Fire merchants and tradespeople are dead. You might point this to one of your tradespeople friends, but in the back of your mind you're wondering whose ninja magic it was that killed all those people.
If you're one of the information networkers, though, you've just found out about the Collapse. It hit all the sensor clan bloodlines, the Hokage Tower, and Academy. Word has it, your informant tells you, that it was an attack by Rock. Word also has it that Orochimaru is back in Leaf.
The ninja magic destroying the marketplace suddenly sounds like an early attack by another ninja village. After that, Leaf was hit by another attack that destroyed huge parts of the village, including the rich merchant quarters? Orochimaru will be treating you?
You're probably thinking it's best to not risk going to Leaf.

Well, it's got 2 out of the 4 because I don't want Asuma to decide to requisition our spy network notes before we make it our spy network, and because I'm not sure we know about who has the capybara scroll; if we find them when Noburi either learns summoning jutsu or after meeting one of Jiraiya's contacts, I intend to pursue it if we think it makes sense for us.
Any suggestions or seal we would like researched?

- Jiraiya's sealing/spy notes: The former is apparently really valuable; the latter is also critical given our shredded spy network.
- We also have some of Jiraiya's old contacts and could re-establish contact if Asuma gives us leave.
- 2SB-Skywalkers: 5SB requires at least one supporting seal, but would the single supporting seal support flight in the same way as normal Skywalkers? Experiment with standard 5SB to see if they'll support our weight, then ask Kagome if developing a 1-support-seal 5SB which activates via chakra adhesion and can be placed closer to the central seal is viable in 2 months.
- Skysliders: If Kagome deems them viable, keep working on them. Use wall-walking to test many designs quickly and improve on the most viable models. Add weights to account for ninja passengers.
- Semaphores: Test using faraway lamps, mirrors, and telescopes to gauge distance needed for clear messages. Work with Kagome or a cryptographer and develop the EN-equivalent of Wabun code.
- Aito's mine: There's a good chance we could clear the land and make it productive.
- Elemental Mastery: Indirectly stack EM to liquify air and produce hurricanes.
- Isan: Does this count since it's a joint mission? Would we have to do it within 2 months?
