Spreading rumors is good. One thing we could do would be to target his most tenuous allies directly. We won't be able to sway them or pull them into our camp, but we can give Hiashi a scare into thinking they might vote to abstain. Bonus points if we actually can cause them to abstain. Ideas:

  1. Pick two of the more tenuously associated clans and (insert clever plan here) to create the appearance to each of them that Hiashi is planning to screw them over in favor of the other.
  2. The Inuzuka are particularly prideful, and also are frequently looked down upon and are made the butt of jokes. Seems like there are opportunities here to spread rumors that Hiashi personally said something really disdainful or offensive (and completely in-line with his character) targeted at one of the Inuzuka who died at Nagi island.
  3. We already started down the path of building relations with the Uchiha with the adoptions. How much more would it take to get them to seriously consider abstaining? We could arrange to have it "leaked" that Hiashi is planning on holding them responsible for Itachi's betrayal and the Leaf deaths he caused at Nagi island, as a multi-part plan to dominate the clan while it's weak and turn them into another Hyuuga vassal.

It was, like a billion years ago. We considered getting some as a reward for bringing in Arikada, before Keiko pointed out that its rarity meant it was really unlikely to actually be given.

Could we add a snippet about looking into chakra metal? Depending on its mechanics there are so many cool things we could do with it.
Is there a particular reason to make that a priority right now? Money and sorting out the election are both time sensitive, and there's only so many hours in the day for Hazou. We do have a long list of cool ideas to look into, but I think they're all getting put off for the moment.

Because the only way to ever get things happen is to bring them up when you can. We had spare word count, may as well throw 10 words into "keep an ear out for chakra metal for sale"

It's a problem the quest has in general with mid term planning and research, though we've been better about it recently. The plan cache has helped.
 
I just had an idea. What if we suggest that Naruto adopt Lee? They get along, right? It'd save us the adoption slot, we'd get to work just as closely with him anyways, and maybe that'd make the others feel a bit better about it.

    • If they wish, tell them about Gai's final moments from the debriefing we read. They have a right to know.
  • Acquire some operatives with Noburi and Akane.
    • Consider turning mission-desk ninja (Ito Ino?) into operatives.
    • Look over Jiraiya's blackmail/black market notes. Is there anything work looking into?
  • Follow Mari's lead in spreading rumors against the Hyuga.

Uzumaki is an independent clan with a right to two recruitment slots a year. It's not at all like going after academy students or any of the other ways we might get around the requirement that would annoy people and pose a real threat. It's legitimate, and it's small.

I think there may be a way we can convince Kabuto to join us.

We need to find something Kabuto wants that he can get from us but no-one else, and then increase the importance of that thing to him. We may need to sign a contract paying him his usual income, but that goes for any jounin.

The obvious thought is science. Kabuto is a bloodline researcher who's married to his job. If we conduct actually-fascinating-to-Kabuto research projects and imply that we're strongly interested in working closely with him but can't trust him with even half of our work because he's not clan, then that might get him curious enough to join. That, and Naruclone lab assistants.

But ignore science. What else can we give him, and how can we sell it as important?

Well, what about armour jutsu? Kabuto is a jounin of leaf during a time of military weakness. Sooner or later, important scientist or not, he'll be sent on dangerous missions. Armour jutsu are a holy grail, especially the non-ablative kind. Sure, all clan-jutsu are amazing, but ours is a truly top-tier bargaining chip. If Kabuto has any expectation of seeing combat then Ghost Scales (or PEA if he's Earth-affinity) are probably the best clan-jutsu in the village that he could possibly be gunning for. This goes for any jounin, or any ninja at all for that matter.

The last thing that springs to mind is Orochimaru Lore. We can plausibly get Hazou the snake scroll. We have a science dungeon to explore. We can make contact with Hydra (so can anyone, but we have the resources to do it and we're going to anyway). We are the people in the best position to find scraps of Orochimaru's work. Anything we find is something we can refuse to share with people outside the clan, and thereby drive Kabuto into accepting adoption.

Clear communication: I understand where you are coming from, in fact I had the same idea when I first read about the 2/year ruling. However, from my perspective other clans wouldn't be willing to let this slide. Largely, this is due to Uzumaki already barely hanging onto being a clan, and ceasing being a clan when he joins us. This difference in perspective is likely due to us being different people :p

I had a thought writing that. What if Naruto adopts someone he likes, makes them clan head, then jumps ship to the Gouketsu.

Even better, what if he does this to Lee. Uzumaki Lee, Turtle Summoner, ally of the Gouketsu.

I mean...I actually think we have a better shot at getting Minori Kazusa to join us, with less fuss than Kabuto would require, and frankly I would like to make friends with Kazusa if at all possible anyway.

Done. I made some minor changes to streamline the opening bullet and make it clear we're following their lead in this.

Point of information: It might be worth it for the playerbase to consider how tightly y'all want to schedule time. On the one hand, there's a lot going on and you need to do as much as possible. On the other hand, I wrote the entire scene of Mari bringing over the deal with the Uchiha for Hazō's signature...and then realized I couldn't do it because it would have required timeskipping a bit and I didn't want to (a) have the timeline get wibbly again or (b) get griped at for having Hazō 'stare at the wall instead of doing anything useful'.

For the record, that scene is sitting in the bank waiting for time to advance enough that it can reasonably be slotted in, but it could end up being invalidated by later player actions. In which case it will stay in the bank and get used as an 'AU omake interlude' update the next time @Velorien or I are too exhausted to write and @OliWhail isn't available. Still, it would have been nice to be able to deploy it and let y'all chew on whether you wanted to take the deal or not. Personally, I'm looking forward to that -- the terms of the deal are all kinds of fun.

It sounds like a "the next night" sort of deal. Problem is we have dinner the next night booked, and are booking time in quite detailed slots because we have too much to do and only one of us to do it with.
 
@faflec if we have to cut something I would suggest the sparing. It's not super high priority right now and we have better things to do. Also the section with "acquiring operatives": (1) it's kind of vague/underspecified and won't pay dividends immediately; we have a really high time preference right now due to the election so we might need to hold off on building up a network that's only going to help us in the future, and (2) Jiraiya himself wasn't able to do anything with the blackmail material, and he was personally trying to hold on to the hat.

Ugh, I see how that would be frustrating. For what it's worth, I feel like letting the timeline get a little wibbly in order to group thematically-relevant things without decohering the causal progression shouldn't cause major problems, especially if signaled well enough. If you chose to do that, I wouldn't object.

Jounin Tax Perks aren't inherited by their kids, so there's still an incentive to join a Clan. If they already have kids adoption might cost additional slots though.

Special Jounin are either weaker or don't have enough pull to secure promotion so the Jounin-skilled probably have baggage holding them back. If we could get time-cheap profiles (use Asuma, Shikamaru and other friendly information sources?) on Clanless Special Jounin and Clanless Jounin with kids [on the way] we'd have some capable candidates to vet. If someone has political liabilities we already face we might be able to afford to adopt them now when other Clans couldn't. (E.g. hated by the Hyuuga, reputation like Mari's, idealogically unreliable.) 3-5's a heady force to reckon with.

We could also work backwards from Swing Votes for anyone (meaning also Chunin and Genin) with useful connections into the swing Clans who won't be adopted for some reason, like the Aburame Head's Clanless Teammate.

(Also I don't care much about anything but Kagome opening up in this chapter, there's just nothing to talk about that yet.)

Hm...I'm not all that happy with the "acquiring operatives" part either, for similar reasons, though feel that it's a bit important for information gathering and making stuff happen. There's not an issue right now anyway, but if/when people suggest more things to what I've suggested I'll start trimming from here.
 
tl;dr Go to Asuma, Shikamaru and other friendly information sources to get the gossip on Clanless Special Jounin and Clanless Jounin with kids [on the way]. Find adoptees with both power and pull and liabilities we already face who want inheritable Minor Clan Tax Status. Priority check for anyone (meaning also Chunin and Genin) with useful connections into the swing Clans who won't be adopted for some reason, like the Aburame Head's Clanless Teammate. Talented youngsters can be adopted next year, the right 3-5 Special Jounin bring vital short term strength and influence.
Soooo....we're checking if Kazusa Minori has a boyfriend/husband, then, because Kurenai is just about set to marry into the Sarutobi and all the other clanless jonin are dead :V
