I have a step by step list about this, including how we balance our Skill Pyramid as we level our stats higher and higher. It's not necessarily in perfect order, since we might find ourselves leveling two things at the same time, and some decisions might be phased out on future reflection.By the way, the general consensus for training is to more or less build up our chakra reserves to at least high enough to use SC, possibly more if time permits and players agree. After that what should Hazo look into?
Training Pangolin conditioning armor and ghost scales were the big two due to armor type jutsu being so rare and useful. Sealing/calligraphy are a given but more long term. We should really look into paper jutsu, at the very least see if it's possible to learn and meshes well with using paper seals. If so then we could potentially become a human artillary platform with creative use of a couple jutsu and a ton of explosive tags. If it doesn't really work all that well than at least we know and drop it.

The short form of it is that we rush Chakra Reserves for Shadow Clone (which is not itself shown here because we don't know anything about it), and then mainline Pangolin Earth Armor and Sealing for a good while before doubling back and bringing our direct combat skills back up to snuff.
Leveling CR to 35 is within the parameters of the list, it's mainly asking what aspect bonuses we want to hit before moving on. 40 might be difficult because a) that might get the skill pyramid in an awkward position and impede other skills, and b) take a heckton of time.I like it for the most part, I was thinking of taking chakra reserves up to the 35 to 40 range in the beginning if possible. I see in the note on pangolin earth armor that it doesn't stack with ghost scales, but is it possible for either of those two jutsu to stack with the pangolin conditioning jutsu? I'd like to build up all three to a higher level but I can understand not wanting to split our focus on three different defense jutsu over focusing on one.
Should we also look into training up living roots and hiding like a mole or just hold off for now you think?

There's no benefit to leveling Pangolin Conditioning Jutsu beyond level 1. It doesn't roll anything and there's no Effect level to increase by hitting level 10 or 20. Combine that with the fact that Pangolin Earth Armor simply outclasses Ghost Scales for most purposes and the most efficient use of our time is to level just PEA.
Raising Living Roots is a possibility, especially since in niche situations it lets us attack with Spine of the Earth pretty well, but it's not a main priority. If we decide to we can slot it in when the time comes. There isn't much benefit to leveling Hiding Like a Mole because it serves its role pretty well right now and we'd have to invest a lot in it to see significant returns. If we wanted to, it would again be pretty far in where we can re-evaluate the list and add it in if we want.
And to be clear, this is not a prescriptive list that the hivemind has collectively signed off on. It's something I concocted after a discord conversation and no-one's really felt strongly against yet. When it comes time to actually make a training vote I'll bring this up and we'll use it as a refresher before we start the actual decision-making process
Seems like you could do both without hampering the other. Plus you run the risk of being caught at a disadvantage if S-rank gets within melee distance of you and you neglected your close combat skills. The thing about Naruto as a series is that while at early levels specialization can be king, it's the all-arounders who end up taking the top tiers because in the end a combination of power and versatility is king.Honestly, I think that our best bet in high end (Jounin or S-rank level) combat is to ignore Taijutsu and leverage our sealing talents. I think that improving macerators will give significantly higher returns than raising taijutsu, past a certain point. For instance, there's three major ways to improve Macerators:
Shear Strength: Macerate harder things. Mostly not useful in combat past a certain point, but worth noting.
Expulsion Speed: This is how we get sniper rifles or shotguns from a standing position. Add in a bit of spin and lower shear strength for the former, high shear strength and high speed for the latter.
Storage Size: These are storage seals. Increasing their size will make it easier to increase other storage seals' size as well, but it also means we can shoot more stuff.
Frankly, we do not have the XP throughput to deal with S-rankers on their terms, and rolling his skills against theirs is their terms, regardless of whatever other fuckery they may have. To have a chance of killing S-rankers we need outside-context problems for them. So, the seal equivalent of guns. No save, just take damage unless you can react at bullet-speed or have armor that works against bullet speed projectiles.
Obviously, S-rankers shouldn't even be a level we should think about taking on, even a high end chunin could beat us right now let alone a ninja strong enough to be comparable to the Sannin or Hiruzen.
