I screwed up a bit, I got so used to the idea of having completed T2 LR Sensors for part purposes that I completely forgot that the "Starbase sensor tech" Generic team 1 is currently researching technically still is the same project, and required not only to unlock 2320s Sensor Installations and 2320s High-Powered Sensor Arrays, but also to unlock 2320s Long-Range Sensors (unless @OneirosTheWriter wants to make an exception).
Still, it should be fine, we can just put the new sensor team on Anti-Cloaking Sensors (which I was going to advocate putting a second new sensor team on if we had gotten one) and recruit a new sensor team in 2319. Assuming we are willing to substitute that team with Spock in 2321 we'd still have T3 LR and Nav sensors available in 2323 (assuming the new team to be skill 2, Eaton to stay in her current position throughout and one boost, other combinations also possible). As each team would be researching for 2 years and Spock finishing his current project first and then switching to this project as soon as he is available this does not look very much like the undesired "swapping in a finisher" and could be considered acceptable.
If we don't consider moving teams out of a project acceptable T3 LR and Nav sensors would seem to have been impossible to have available in 2323 all along, unless we are willing to keep the VSA idle for a year.

Captain's Log - 2317.Q2.M1
Captain's Log, USS Tarrak, Stardate 26328.4 - Captain Larai Leaniss

Strange request has come in, from the Council this time. Councillor Hiar Voluniel, the Expansionist who represents Amarkia itself, has asked for the Tarrak to visit the Senate at Lironh. There's something rotten in the Senate, he believes, and he would like someone with some experience in that world to go see on behalf of the Federation.

This will be my first time seeing Lironh after the bombing. I'm not sure how I'll react when I see it.

An investigation of energy fields that permeate the Anak Peninsula, which is part of the small nebula that many Yrillian corsairs attempt to use to access Federation space undetected, has been very fruitful. With the help of the USS Gale, we were able to push tachyon washes through the local parts of the nebula and get a better sense of tracking subspace wakes through the area.

With the Hishmeri situation a little quieter, we have left the Ataami with the holding force, and the USS Kumari's capable hands. The Atuin has just arrived to meet the Lamarck again. The FDS would like us to spend more time discussing the galaxy around them, as well as stressing the importance of having the voice of the whole planet heard as they start to branch out.

A peculiar geographical feature in the Perdis system was suspected to contain large stocks of exotic materials. However, further surveying has revealed nothing.

Diplomatic and trade links between the Seyek and the Ashidi have been forged following the Treaty of Hacitorus being signed by both parties, with Starfleet and Federation diplomats helping to facilitate the meeting. There is some interest in the Ashidi taking on a protectorate status with the Seyek, as their position (-6f) is very vulnerable.

Years of work still can't hide the scar of the bombing. The radiation has been dealt with, but there's still a strange smell on the air that never used to be there.

In the same way, there is a smell to the Senate's dealings. There's something twisted at work here. I think it's been missed in the frantic work to reforge the fleets of the Confederacy of Amarkia. And that work has been fierce - I saw the bones of the new Riala-A in the Arsenal as we came into orbit. I need to find some of my old allies and find out what is happening.

I daresay, our approach to diplomacy is not likely to appear in any official playbook for the FDS, but our green-maned friends are responding to it.

Sure, these guys may party a lot, but if the Risans can handle a world government, the Lamarck will do just fine.

The Betazoid government and the Gaeni technocracy have hosted a summit at Ollasa IV to develop deeper ties, including advanced trade and increased cross-border awareness and media take-up.

We had thought the Cardassian sympathisers had been rooted out before the accession to the Federation, but it seems not. A cell was hiding nestled in the bosom of the Amarkian state, as Senators and their staff, who were working to weaken the state's ability to support the current development. The economic ramifications could potentially have spread to other neighbouring partners, even potentially to threatening Tellarite post-scarcity.

I'm sick at heart to see them, but I'm furious to know they act so brazenly so near the reclamation zone bombed by Cardassian-aligned Syndicate agents. The Gendarmes have arrested many, and the political scandal is rocking Amarkian society to its core.

Reports from the Council suggest that there is a deadlock regarding accessions. The Expansionists and Pacifists are pushing for bulk accessions, starting with Caldonia, but fall three votes short of a majority. The Hawks are advocating for single accession, and the Seyek preferably. The Development and Mercantile factions, meanwhile, are set upon the Orion Union.

Dr Phaniel sh'Innith of the Interstellar Politics Think Tank in New York spoke with FBS News and said that the most likely outcome was the Hawks compromising to support an Orion accession, helped along by the Amarkian wish to remove the non-Member bubble between themselves and Ferasa.

Starfleet Rangers! Action Scientists! Groups of people with P checks and S checks and runabouts, but no C checks, H or L checks. Maybe some D checks.
Specifically for finding such causes.

10rp, 30pp, 2 +25s with different species... Excellent start to the quarter.

Looks like we're getting the Orions first. Hopefully the balance of power changes a bit so we can get multiple accessions but we'll see.

And the Cheron has another successful event. Jesus, it's going to make Elite at this rate! I mean seriously, we seem to get a successful Cheron Event pretty much every quarter.

A nice performance on the Reason's very first mission. Really putting that Reniassance P4 score to use. And, yeouch, -6f means that the Lecarre are the next species that needs to worry about being cut off from the Cardassians.

Very dramatic. The Amarkians haven't been Federation members that long as these things go, and it's to be expected that there are still elements in their political system pining for old dreams of their own interstellar hegemony.

So the Orions, eh? Yeah, not so subtle plan by the Development and Mercantile factions to increase their majorities. The Orions are a big prize as well. If I don't miss my guess, they're going to have five major worlds.

That's what you think. Just wait until they get together with the Risans to found the Hedonist Party on the council.
Yesss, this is how the Federation becomes the Culture. Keg stands for honest fitness signaling during political debates! Formal dinner means the party is extra wild! Infiltrators exposed not by opsec failures but because no sophont in the universe has a liver that can stand up to that of a true Federation diplomat!

This leads to Vice Admiral Eaton commandeering the Blank Slate and travelling back in time to destroy partying forever, just so you know.

Okay, that -6f for the Ashidi? Bumping right up along Seyek space. The Seyek have a mining colony in that sector and two major worlds just across in the next sector. So not bad for starting to cut off the Lecarre and further isolating the Dawiar. Even more if we affiliate the Lamarck which would cut off Themis Straight.

Though I'm honestly a bit surprised that they weren't in -6g or so, given that apparently the Konen knew about them before us and the Seyek. Pity too, I had hoped to be able to open a new rimward flank with the Cardassians to allow us to threaten to go around Bajoran space to strike at Galundun and the undefended mines at -5j/-6i. Oh well, suppose we can still push forward with defensive outposts, and it's propably better to not have a badly defended homeworld right on the frontlines anway.

Something that just occurred to me:
We should probably rotate Excelsiors around to higher event frequency areas to obtain veterancy. We should think about moving what we have in non-event task forces and zones so that they can do some event respond. Like, perpetual event clown the Thirishar can be blooded, we should do what we can to get the Excelsior, Endurance, Avandar, etc. to blooded by stashing them in high frequency areas.

That's a good Idea. We should probably do that for the rest of the fleet that are not veterans as well. IE the Miranda, Centaur, Constitution, and Oberth classers. The more ships that we have that are veterans the better.
