I haven't been able to nail down where all of our income and industry as used in the calculations is coming from and how it should be broken up, but the remaining math is solid and even the initial pass of picking how many cargo ships and how many freighters is automated.

Mostly, it looks like demands for cargo ships are going to go up faster than the demand for freighters even without superfreighters being a factor. Thank goodness they are small and build fast.

No, the Seyek-Fiiral problems aren't solved. This isn't the kind of problem that can be solved with speeches from starship captains or even with Council seats. The question of how much representation the Fiiral have in their own government is still at large. Gaining their own Council seat may only serve to embolden the separatists, especially if they can point to ways their Councillor splits from the other Union Councillors. And if the Fiiral secessionist movement peacefully gathers a good majority support, I do feel that as a population in the billions, with at least one major world, and with their own unique lineage and culture, we are obliged to help and support them. That will pit us against the Seyek hardliners who still see the Fiiral as a conquest, and it will mean big changes to the Seyek Union if it goes through.

The trouble isn't avoided because of the Council seat. The separate representation on the Council only brings up issues of their right to govern themselves in domestic affairs, their lack of their own military / right to form a separate military, whether the Seyek have authority to intervene in Fiiral affairs, the role of the Fiiral monarch, and so on. Let's not mistake the problem for solved and rather understand that the Council seat is throwing the Fiiral a bone and kicking the issue down the road a few years.

There's been talks of the Fiiral joining as a separate member species with their own government already I believe. I don't know what the current thinking is, but a Council Seat for Fiiral isn't the only way this could be playing out.

I keep picking at next year's Fleet deployments, and here is my problem.

I dislike leaving Tellar Sector and Andor sector with only one ship, but the only ships I can justify sending there are Miranda-As. Which is find, I guess, as long as we understand they are secondary responders for low activity sectors?

Also, where do people want the Kumari posted once it's done with refit? As a blooded Excelsior-A it's one of our most powerful non-EC ships. What is the most critical place to put it?

Ah. Right! I'd even read your analysis, before it fell out of my brain. Working that in now, and we'll see what it looks like once the dust settles.

SBZ, in place of the Cheron. The SBZ events have been crucial in the past few years and we've been lucky to have one of our aces there. LBZ is another candidate and where I'd send the Cheron although I'd need a look at your deployment to say for sure. Pull the green Excelsiors to internal sectors for now. I'd even consider doubling up on Ferasa or Rigel, both sectors could use two Excelsiors.

Actually I think that we can do that to a lot of with a lot of the Excelsior's, swap them with ships currently assigned to border zones that border their current sector. That way they can respond to events (+2 Lone Ranger) with our best ships doing so. Otherwise it seems there are some sectors that are quiet each quarter so this way they have less of chance to sit around idle. Also I figure we want one Excelsior to go into refit once Kumari finishes.

We should have the berths to refit the EC ships along with getting 1 or 2 regular Excelsiors into refit. And if not Sol, there are other sectors that have Excelsiors that can swap them to the border for the Renaissance or Centaur-A there.

Well I put the Spirit (our new Excelsior-A) into Amarkia sector because I figured with the Orion assession it'll get a lot of events... I suppose we could move that to the CBZ pretty easily....
 
So when the Orions become a Federation member, what is this going to do to the sector lines?

The sector borders that govern Starfleet deployments already just barely fit along presumed "member borders", but the Orion Union being split in half between Amarkia and Ferasa sectors completely shoots down that notion.
It'll be either an Alukk Sector will sit between Amarkia and Ferasa sectors, or else the border shifts down and allows Amarkia Sector to include all of Orion space. Happy to take on suggestions from the thread.

Alright, I've changed that up and punched in some assumptions for future conditions, plus the Ked Paddah snakepit info.
Also fixed some parts where my math was wrong. I think I got everything, but like that really means anything.
I am now prepared for the thread to tear it apart and find my mistakes.

So, deployment plans will have to be tweaked either way. A new sector, or Amarkia Sector will need more ships
 
Hmmm, I think making them part of Amarkia would be the better choice. A bit less work in recordkeeping since it would just be an increase to that sector's Defense requirement instead of a completely separate one. Might need a little less Defense compare to them being a separate sector too.
