As long as we get the Betazoid Starbase, more crew and the colonies planted, I'm fine. The rest I will leave to those more invested in the quest. As for the 'Sousa Special', I'm not currently invested enough to have a firm opinion.
 
As long as people give working with the Merchantialists and/or Developmentalists a fair thought over rather than dismissing them outright, I'll be satisfied.
 
If Seruk wasn't retiring I might agree with you, but we're already getting a Personnel Office Rear Admiral bonus.

Stepping back from mere bonuses, I consider Personnel to be something of a lesser position and would rather have our future Admirals coming through a Vice Admiralty in Intelligence than I would a Vice Admiralty in the purely administrative function of Personnel. Intelligence Admirals have to be making difficult decisions and term plans that Personnel Admirals simply don't.

I admit an ulterior motive: I wonder whether Father Time could be enticed to stay aboard as a VADM and start giving bonuses :V

As for probable outcomes, there are many scenarios and I don't assign a greater than 50% probability to any of them.

  • The Sydraxians notice we are trying to improve relations and attack immediately, without giving the Gretarians any chance to consider what they want their future status to be. (5%) Preparations wouldn't help.
  • The Sydraxians notice right away, but don't respond immediately, giving the Gretarians time to think. (40%)
    • The Gretarians decide to keep the status quo (25%)
    • The Gretarians tend towards becoming affiliates (15%)
      • The Sydraxians don't do anything, the Gretarians are affiliates (8%)
      • The Sydraxians try to intervene (7%)
        • They subjugate the Gretarians before any treaty is signed (3%)
        • The Gretarians manage to sign the affiliation treaty (4%)
          • The Sydraxians end up backing down (3%)
          • War, with the Sydraxians violating the treaty (1%)
  • The Sydraxians don't notice (45%)
    • The Gretarians decide to keep the status quo (15%)
    • The Gretarians tend towards becoming affiliates (30%)

I have may have some quibblings on the probability tree structure and the given probabilities, but not to the point where I jump and say "I disagree with these probabilities, hence the whole argument is unsound".

That said, this is missing the other probabilistic aspect: what the risk and rewards of each of these leaf nodes are.

Basically, what's ultimately important is the expected value of a diplo push. The product of each scenario's probability with some normative value representing risk (negative) and reward (positive).

I judge the benefits of obtaining Gretarian as an affiliate or otherwise getting them out of the thumb of the Sydraxians to be of moderate value. However, I also judge the penalties of sparking Sydraxian reaction in the SBZ to be very high. Extremely high if the Treaty of Celos breaks down because of it.

Overall, my gut feeling is that the expected value of a Gretarian diplo push is neutral, tending negative. I can only go with a gut feeling because of the very fact that the probabilities of all the scenarios are so uncertain (and the lack of certainty just raises my estimation of the risks further.)

Starfleet Academy already has major campuses in other worlds. Just that the main campus is in San Francisco. It's likely implicit that Academy expansions can expand all such campuses.

Certainly, but I'm not saying that they don't. I'm literally just saying that I want a major expansion and want it outside Sol.

If that is what you're promising people to come out of this, it is not true. Crew happens to be the most serious constraint, but you nudge it a little and berth space or special resources becomes the constraint instead.

SR could certainly be a constraint. And berth space is also an issue. But I think that A) people have been saying stuff like "Well, we better hope nothing goes wrong this year or we'll have no personnel," whereas berth space is normally not something that we lose and the same for SR, and B) if we're having personnel crises now, then even if we add +.5/year a year, if we also add a berth a year and lay down a ship at it... The growth rate seems to be rather bad.

I'm pretty sure if you do the math, Academy output scales vastly slower than the other two. So that's why I think this is worth it. Even if we build up a surplus of personnel, either they'll get used when ships are damaged or they'll eventually be consumed by the march of industry.

I really don't like the idea of using a Sousa deal to do something that we can essentially do anyway, even at a slightly greater cost.

The deals are best used for something we have no hope of doing otherwise.

I won't disagree with this, because it's true. But I think it's an error to say that we have a hope of breaking the current personnel bottleneck in the next decade or two without doing this. Especially if -- and it will happen -- we continue taking casualties.

So I have gone ahead and updated my spreadsheet with the construction that finishes this quarter along with repairs that finish this quarter (everything except Saratoga which finishes Q4)
To Boldly Go Federation

Some highlights, we now have 24 escorts with 3 more coming into service next quarter, though 2 go in for refits so 25 available in Q3.

We have 15 cruisers available, though 7 are Constellations, and we are up to 13 Excelsiors (with 1 assigned to the Kadeshi and 6 in the EC). Our unmodified combat total is 206 (not including veteran bonuses), with the Lone Wolf Dcotrine that drops to 192, Science is at 173 with a goal of 200, Defense at 196 with a goal of 250.

As of 2314.Q2 we have 53 active ships with 14 under construction and 1 under repair (4 of those will become active this year, but we lose 2 to refits). Our member worlds have 159 ships with a total C of 496! and 524 in shield. They also have 13 under construction and 6 undergoing refits. Our affiliates have 87 ships for 289 C with 9 under construction (Yan-Ros are not included in the numbers).
 
I do want to say something about the new shipyards. Are these berths all going to be constantly full? Probably not!

And that's taking a cue from how our member worlds operate their shipyards. They have slack. They usually have at least a few open berths for an emergency or an opportunity. Having every space filled with a hull every quarter is not a good idea. It means that in a SOE where you can drastically increase builds and crew, there's nowhere to go for space. When you need repairs, you have to bump a build.

I thought it was intentional. If somehow your COUNCIL plan wins while your FACTION plan doesn't, then that's a waste of opportunity for the unused pp that could be invested in projects now rather than later. And if your FACTION plan wins while your COUNCIL plan doesn't, than there's nearly no excess pp to use for your FACTION plan.

So I have gone ahead and updated my spreadsheet with the construction that finishes this quarter along with repairs that finish this quarter (everything except Saratoga which finishes Q4)

I do want to say something about the new shipyards. Are these berths all going to be constantly full? Probably not!

And that's taking a cue from how our member worlds operate their shipyards. They have slack. They usually have at least a few open berths for an emergency or an opportunity. I am glad that we are actually getting to the point where we can get some empty berths up for repair work or emergency spending. What are your thoughts of expanding the Utopia yards with another 3mt and 1mt berth so we have 4 of each next year?

As it is we should have 118 pp in income (assuming Seyek provide 2 pp for hitting 300).

[X][FACTION] Approach the Expansionists. Doubtless they have heard of pro-Cardassian leanings among some Yrillians that would have them siding with the Sydraxians in the event of a general war. We would like to begin an outreach program to show ordinary Yrillian work gangs how working with the Federation aligns with their interests. Start perhaps by hiring Yrillian cargo, which would also help our shipping crunch, but other basic ideas include survey or prospecting work, space construction, exchange of goods, sponsoring entertainment tours, or hiring shipyards for civilian projects. Any sort of win-win arrangements we can offer to increase pro-Federation sentiment among the Yrillians at large.

Let's see how things look in a couple of quarters. I'd like to seriously consider that 60 point "duplicate critical infrastructure" option sometime in the next few years.
