@Briefvoice - Would have been nice if you'd told people you made a last minute switch to the 3x Miranda plan.

By the way, there probably won't be any posting over the coming weekend. I've got a mountain of house cleaning to do. Other than that, vote closed.

@OneirosTheWriter, if you're going to be busy, can you keep the vote open while clarifying what the consequences for crew deficits would be (X pp cost or just delayed crewing or what)?

There's been a lot of waffling about between the shipbuild plan options because of this. Like, everyone wants 6 Renaissance, but we aren't sure how risky it actually is. As has been exemplified by the last minute vote change by BV.

Add-on question: would decomissioning running ships and reassignment of crews be possible, and does that have political consequences?

My intention with the Auxiliary Shipyard is to just let those four berths bubble away and automatically produce things. It won't draw on your main force Starfleet budget. I could add auxiliary ship options to the Shipyard Ops post if you want to build outside of the logistics budget, though I'd have to establish costs, I'm not sure how well I'd be able to convey requirements.

If we're going to get told in the narrative that our commanders are requesting logistics from member worlds and that require us spending PP, it might be good if we got something like "we are using X number of member world freighters to maintain logistics, replacing these with Starfleet hulls will result in X pp reward and easing of logistical problems." We don't need exact numbers, just an idea of how much slack Starfleet could pick up that's being done by requisitioned member world ships instead.

I don't think anyone is particularly wedded to bigger Auxiliary shipyards. They just want to do something about the problem we've been told about a few times, and not have to spend pp to get someone else's freighters to do the job when we should be able to build them ourselves.

Well, no matter which plan ended up winning, the next 4 years are going to be interesting. Looking at what ships will be newly available for deployment at some point in the year:

This year (2314), we will gain two more Centaur-A's, five more Miranda-A's, one more Constitution-B, and the Renaissance prototype.

Next year (2315), we will get our last Constitution-B, three more Excelsior's, and one more EC Excelsior, but one more Miranda than normal goes into refit.

The year after that (2316), using the current winning plan, we will get five more Miranda-A's and three more Renaissance class cruisers. However, Briefvoice has penciled two Constellation refits so we'll lose two of those.

The final year (2317), we will get our last Miranda-A back from refit, another Renaissance, another Excelsior, and one more EC Excelsior. However, we will lose another three Constellation's to refit and if we go with the Cruiser refit, we won't get the previous two back. Also, we might lose a regular Excelsior to refit.

That's just 'penciled in' though. We don't have to do those refits if deployments are too tight. I can't look that far into the future.

Member World Coordination Office Report

Admiral,

The long-awaited arrival of the Renaissance-class have been taken up eagerly by the old core of the Federation. The Humans, who incidentally have finished their Miranda-A refits, and the Tellarites have each invested heavily, setting aside funds for the Renaissances they want to build, hoarding crew, and also preparing to run very serious recruitment drives. It is uncertain if all crew will be found in time - if not, the ships that cannot be fully crewed will need to be delayed. To help provide resources and spare crew for the final push, the Tellarite have scrapped TSS Inchok, NCC-1423, their sole remaining Soyuz, and the Vulcans have scrapped one of their two remaining Soyuzes.

The Amarkians are reassessing their production, and have decided to postpone their fourth Riala build for a year, which will allow them to keep a large bay open while the Endurance is repaired, but also allow them to refit a second Hebrinda to 'A' pattern, as well as start a new Hebrinda-A entire. Which leads me to another point: at this stage, they are sticking with a fleet of Hebrinda-As rather than moving to the Renaissance.

The Caitians are somewhat bucking the wider trend of increasing budgets, with the economic aftershocks of their war with the Dawiar catching up with them. Their income and intake have been clipped somewhat.

[ ][PRIORITY] Pick One Member World Priority to change
[ ][PRIORITY] Change nothing [Weighted 1.5x]

Suggested possible priorities can be things such as:
Focus on building a particular ship type/class
Focus on more cargo shipping
Focus on increasing resources/recruitment
Set a target for Combat or Defence
Start designing a new ship
Prepare a refit of a ship
Interest in the GBZ

The Andorian Guard has been unable to generate enough bulk resources for a Renaissance. However, they do have a surplus of special resources, and are approaching Starfleet with a proposition.
[ ][ANDOR] Swap 55br for 30sr
[ ][ANDOR] Turn down offer
Any resources gained through this will immediately be invested into the start of a Renaissance build.

Vulcan and Andor have a few shipyards opened up as they save resources for other projects, and are offering their use to you.
[ ][AUX] Start 1 Hospital Ship, 1 Engineering Ship, 2 Cargo Ships
[ ][AUX] Start 1 Colony Ship, 1 Prospector, 2 Cargo Ships

The Renaissance-class outshines anything that the Indorians, newest additions to the Federation, have designed natively. For Indorians, the best way to learn is hands on, and they would like the chance to send a delegation to Ana Font Shipyard to learn from the production team there. There is a slight chance that they may gum up the works though.
[ ][INDORIA] Accept - Indorians will be able to produce Renaissances, but 25% chance of a 2Qtr delay
[ ][INDORIA] Turn down

The Betazoid Defence Force is considering using their stockpile to build a Renaissance as a flagship for their fleet. They are canvassing us for advice on the matter.
[ ][BETA1] Go for it
[ ][BETA1] Stick to Centaur-A construction

You are also being approached on the side by the Betazoid Councillors. There is considerable concern over the Licori-Ked Paddah matter there, and they would like enlist your support in pushing for a Starbase for Betazed.
[ ][BETA2] Agree - 20% discount on Starbase purchase for Betazed
[ ][BETA2] Not at this time

The Caitians are sitting on a stockpile of exotic materials that would allow them to build a follow-up Excelsior-class when NCC-2019 is complete. However, the Caitian government is looking to claw back that stockpile for other purposes. As a result, the Caitian Grand Fleet is asking you to invest your political clout to speak out on the value of the ship, which should persuade the member worlds of the Caitians to back the plan.
[ ][CATS] Back the Excelsior build (-10pp, Hawks pleased, Development displeased)
[ ][CATS] Decline

The Ana Font build is a lone build and doesn't disrupt anything to delay 2Q.

Getting more SR is good since we have an excess of BR. Start the prototype hospital ship sooner tan later, and this gets us some cargo ships. Ana Font build is by itself, so a delay is not an issue. Betazoids building a good lead ship and getting a cheaper starbase out there is always a good thing. Going to decline a 2nd Excelsior for the Caitians, let them fix there economy, the rest of the Federation can take up the slack.

I think it's better if we build the hospital ship prototype in our berth; don't want to use up theirs for so long.

Leslie can show them how it's done!

They can't afford an Excelsior, but a Rennie flagship is quite reasonable.

Let's do it.

We have better uses for 10pp. If they don't want a second Excelsior, don't build one.

Having one of our many many Rennie builds delay may actually be a good thing considering the crew crunch.
