1) I am not entirely sure what to change about member world priorities. Perhaps the Caitians could be persuaded to build cargo ships? That would help their economy to recover, and they have two fair-sized berths free at the moment with no short term plan to build ships.
2) If we start auxiliary hospital and engineering ships right now they would likely be of obsolete designs
3) We would be complete fools not to make the resource swap.

5) A Rennie would actually make a lovely flagship for the Betazoid fleet, it's as strong and tough as almost anything they're likely to encounter, without being so expensive as to break their bank. Also, a stockpile seems like a bad idea.
6) A starbase for Betazed would mean we're no longer forced to park a ship there during High Alert mobilizations, and would give us more flexibility in terms of being able to pull ships out of Sol Sector, which is just as well since it's now very close to being an internal sector.
7) I honestly don't think the Caitians should build a second Excelsior if they don't think they can afford it. By the time they start it, it'd be an Excelsior-A hopefully, which is good... But I want the Caitians to have a good economy, and I don't want to pay 10pp for a member world Excelsior. We've got other things we could profitably do with the 10pp, like save them up for the next academy expansion... or pay for that starbase for Betazed.
