I'm worried it leaves their home world wide open if the Cardassians attack through the CBZ. They don't have a large enough fleet to effectively attack and defend. If you are going to do it, then make it a medium term priority so we can build them a Starbase first.

Like Simon, I'm not keen on putting designs for outdated support ships out there, though I don't doubt that our prospectors and colony vessels could use some upgrades as well.

I'm definitely against swapping out any civilian/economic priority. We don't have enough information to make sensible decisions about whether those needed or not, and it would be a bit of an overreach even if we did. What I might support is swapping one military priority for another, if there is a good argument for why it makes sense.

We wanted a Starbase there anyway, and this might encourage the Indorians to ask as well. Hopefully they don't insist on it happening this year, but even if so we can probably still afford it.

I'm definitely against replacing either "Replace Shipping" or "Increase Budget", replacing "Build Def Ship" I might be willing to consider but am skeptical about. On the one hand it they need the ship they need it, it's not like our garrison fleet there is strong enough to make up for any shortfall, on the other it's presumably going to be a Renaissance and delaying it a bit might give them more time to be sure to get it right.

In my mind it would replace "Increase Budget" because they are getting additional resources from the GBZ rather than doing internal development to increase budget. That is, joining the GBZ would be the action they are taking to increase their budget (with mining colonies and such) However I wanted to let them work out for themselves how they want to juggle that.

The problem is that the Indorions really can't afford to detach a significant fraction of their fleet to the Gabriel Expanse without leaving themselves vulnerable. For the Apiata, moving into the Gabriel Expanse is a direct extension of their fleet's existing area of operations. For the Indorions, it divides their forces into two separate groups that cannot reunite... and their fleet is none too large as it is, given the size of the forces that can be brought to bear on them.

We could use their mining expertise, but we have the full mining expertise of the Federation to draw on as it stands. The real challenge in the Gabriel Expanse isn't exploiting its resources, it's securing them. A purely civilian Indorian task force wouldn't achieve very much, and sending a military one would compromise the safety of their home space.

I'm not sure I agree with that. Just as an example, right now we only have two Colony ships and two Prospector ships in the GBZ. If they can send one of each, that would increase our rate of resource colony development by 50%. And while they can't send a large force, a couple of extra frigates would be more than welcome.

I think they should keep their frigates where they are. With the fleet investment we've made in Gabriel, we need some member world forces to guard the main CBZ.

Indorians should send us miners and builders, but keep their warships where they are.
 
The Caitians are somewhat bucking the wider trend of increasing budgets, with the economic aftershocks of their war with the Dawiar catching up with them. Their income and intake have been clipped somewhat.

Wars sure do suck. The Caitain-Dawiar war lasted a short time, didn't involve that many battles, and they're still dealing with the economic aftershocks five years later.

Wars sure do suck. The Caitain-Dawiar war lasted a short time, didn't involve that many battles, and they're still dealing with the economic aftershocks five years later.
I suspect that's more because of the economic effects of the mobilization effort. It's not so much the stuff that was destroyed, it's the stuff they built in an attempt to create a force capable of overwhelming the Dawiar and avoiding having the Dawiar overwhelm them.
