Like, we shoot the thing and Mami somehow magics it so nothing but the target gets exploded. That way we can snipe.

Yes, that is perfectly fine. But you're not shooting a magic laser, we're using grief to generate a laser that follows the laws of physics. That's why our laser beams can blind, but say, Homura's don't.
Laws of Thermodynamics though, that's still rightly fucked up no matter what you do, so go wild.

So I wondered how lasers worked, and ended up pulling up a page of How Stuff Works. The main components of a laser is an energy source and a lasing medium. The energy source energizes the electrons of the medium, which then unexcites, which may cascade more electrons. Mirrors on the front and back make sure only parallel beams get released, and the front mirror is partially transparent, which allows light through in a beam.
Mami's biggest problems are power source, not skill, and Sabrina has more difficulty with complex stuff, but effectively infinite power. So, Sabrina provides the power for the flash tube (Poweeeer) and Mami makes a long cylinder with a magical lasing medium that releases a coherent beam of energy from the energization of "Magic, Bitch(TM)" electrons.
I vote to call this possible attack "Secundo Luce"
