To be fair, Kagari wouldn't be the first person to deny something she wanted assuming it'd be too much to wish for.
It very well might be; the existence of meguca imply that souls are real in PMMM, and calling one back from wherever they go when they die is probably beyond any one girl's Potential if your name's not Madoka Kaname.

Depending on how the metaphysics work out, Homura may well have performed literally hundreds of ressurections, and her potential was pretty mediocre.
It's not surprising: Raise Dead is a way lower level spell then Time Stop.
(Homura's obviously an Ardent with the Time Mantle abusing the Forced Dream save game trick, only with Mass Time Hop instead to cover the larger size of her loop.

Oh, Kagari's a person that I haven't seen mentioned in quite a while. I'm still of the interpretation that she's a vindictive sociopath with nothing implying that her wish/magic messed with her head at all. Also, she really has a need for convoluted plans. That's really all there is to her.

Well, I've read Suzune now and... Kagari's kind of cartoonishly evil, but she didn't Wish to rez Tsubaki not because hs emight not have thought about it, but because she didn't want Tsubaki back at that point.
Tsubaki chose Suzune over the Hinatas, so I think Kagari rejected the idea that she needed Tsubaki to start with, so much it hurt. She just wanted her chuuni edgy revenge, because
