Yeah, there's no particular reason to think that the Madokami wish is unique in screwing over the incubators and changing the system. Perhaps the world started out at W20k levels of grimderp, but has gradually been getting better due to wishes.

I don't think it's a bullshit reason. Canon is silent on the issue, but I've read plenty of fanfics that had Hitomi contract in a plausible way. Mami, at any rate, has no way of knowing if Hitomi has potential. The only person with any real understanding on the subject is Kyuubey. Maybe she does have potential but Kyuubey is focused on Madoka and ignoring everyone else (or at least everyone who is emotionally stable). That being said, we have plenty of other better reasons for telling Hitomi than just the fact that she might have potential.

I think we should also call Ono Megane after we leave the hospital to check up on her. She's probably OK, but her composure related magic seems to be really odd and she was pretty close to witching out earlier, so we should probably make sure that she actually is OK.
