I'd rather settle the Fukushima problem and get rid of them before we get started with the grief seeds, though. They don't really have much of a role here beyond "learn more about them, find out how badly they need seeds, send them off".
Well, either way could work. I'll approach it from the side of grief seeds first; you can handle waking up Fukushima first.
Main purpose here is to defuse the stress that's built up in both groups. Sendai can have a private vent on their own, away from us (telepathy isn't sufficient for that), and UG can come to grips with not having their lives hanging by a thread. By the time they get back, everyone should be calmer, which should also make it easier to keep Fukushima calm when they get woken up.

[] Fukushima are mercs, and have to suffer the penalty of that lifestyle. Since they lost, they don't get paid. There may also be penalties for the collateral damage they caused. We'll have to see how reasonable they are when we wake them up, but that will have to wait until you're back, to help smooth things over.
