I am confused about what we would disagree on, then? What I previously described was what I figured converting the Black Sheep would involve assuming we don't become their vassal.
The unnecessary extra land is a bit of a price, but it's a price I'm willing to pay to not try and crack a nut whose shell we grew.

If it's any consolation I think the super low modifier is because the only people pushing for supporting the republicans are our intellectuals and idealogues, not because power is super concentrated in a few elites. This doesn't seem to be a repeat of the Genghis Khan vote.

I mean, yeah, an Act of Union would be due eventually but I hope that you're not planning on just foisting the idea on them all of sudden without plenty of run up time for our cultures to converge in-fact before we try to become one in-law.

I never specified a path to take to get us to an Act of Union with the Black Sheep, just that was my end goal, I am fully on board with your 'eventually' and it will take work, definitely more then just proposing legislation, which I believe is all that I said.

I dunno about you dawg but my goal is never "to join a war". Joining wars is one way to accomplish goals, not a goal in itself.
At least it damn well should not, but after the last batch of updates I would not make any bets about this quest sadly.

In fairness, some people have proposed joining the war to try and keep our military up to snuff, which is a goal that just requires being in the war on any side. That's not my personal reason for wanting involvement, hence my vote being only to help the Revolutionaries, but it is a reason.

Can Launch Espionage Mission get us military observers to that war? Ostensibly to act as neutral go-between and mediators, observing that treaties are upheld like cease-fires and give assurance that no war crimes (or as close as we know the concept) are committed by either side?
And all the while stealing military innovations and striking arms deals (or less offensive but critical supplies like food, tents, uniforms etc)?
Maybe offer the rebells/monarchists to buy a colony or two...

Why would we care about Americas?
They are prone to revolting anyway.
We have all of Siberia to colonize; we should get to it ASAP.
Although what we really must do ASAP is unlock 4th research slot aka 4th academy via bumping Education to 6.
This will allow us to research in parallel social, pure theoretical science, army techs (we want to survive you know) and industrial/financial things.
We will have our hands full trying to do Siberian expansion, 4th research slot, keeping up army tech and establishing transport links internally. Making a powerful enough blue water navy to keep overseas colonies under control is....unlikely.
Oh, we also need to keep our Trust/Espionage as high as possible to be aware of what is going on in the wide world and be ready to manipulate events to our advantage.
