It's that they're faced with a binary choice: grind inward for resources, in which case they don't have the time to properly destroy infrastructure on a large scale, or rely on said infrastructure themselves.
Only going full "try to make friends" would have resulted in an implosion. A partial tribute (the runner up option) was payable without penalty, and would have vastly reduced the resulting damage from the war.Tribute wasn't something the People were willing to pay, trying it would have resulted in a Civil war and Khan wasn't willing to Take any less
