I am fairly split between Infra and Culture. I was just turned off of Culture because I was worried that 'development' on the Culture front would more take the form of developing news ways to justify un-Ymaryn behavior, rather than developing better methods of indoctrinating the elites into Ymaryn behavior.

Focus on culture so we always snap back together after a civil war.
 
Way I see it is:
-Military - Most likely to avoid having some nomad take over the leadership at some point
-Culture - Most likely to have successor retain some of our values
-Infrastructure - Most likely to have successor retain our technology and knowledge, possibly going cargo cult if there are holes too big.
-Technology - Most likely to attain some new world record in development and attain new, grander megaprojects(well before it burns)
-Trade/Diplomacy - Most likely to leave a lasting impression on the greater region/avoid being torn apart by piranhas once we bleed.
-Expansion - WITNESS ME!!!!

Well, we either develop Culture, or there soon won't be any Ymaryn behavior at all, especially with the timeskip lightning votes.

We need to iron out our internal issues, but we have to remember that we're the King of the Hill. There will always be outsides and savages trying to tear us down.
We 100% have the outside problems covered though, even if they are "outsides and savages" as you call them.

Our biggest military problems have been logistics (aka infrastructure) and asshole factions threatening Civil War among other things (aka Culture/Diplomacy).
Playing up the whole "kill the savages" angle would probably be best served by focusing on the Steppes instead.

Good to see this quest coming back. I look forward to whatever system we get. I'm sure it'll be fun to play.

Our threats are currently internal and our major problem is inequality and standard of living across a broad base. We need to ensure that people, food, and goods, can flow easily through the empire before we do anything else related to science and tech.

Actually going expansion and exporting our values to the world while denying the values of the Safforn Empire seems better to me. Our successor states will be surrounded by neighbours with similar values rather than us being the odd man out in the region again. Ya know what lets go full Hellenistic Age on them folks.

The Empire will last little over half that time.

Such a shame. A nation that straddles the world, richest, largest, most advanced and most powerful. Brought low.

But we can rebuild it, reclaim it. Make it ours again.
