I mean if he can glue us together and some how figure out the admin difficulties of handling an Empire twice our current size post Forhuch then I'll walk through the screen and pronounce the guy God. It just seems so difficult that I think you'd need a Double Genius to do it, Diplo and Admin.

And I'd rate Bismarck as a diplomatic+intrigue double hero, who had the good luck to have a hero martial War Chief (Moltke). He wasn't genius level. A lot of of the myth about him is self-embellishment. Bismarck presented himself as that sort of genius in his memoirs, and historians have treated that source far too uncritically over the years. If you look at what happened when, it's rather clear that he never had a master plan to unify Germany. His plan was to get rid of Austrian dominance, and establish Prussian dominance in North Germany - which he did with the German (Austro-Prussian) War in 1866, which ended the (loose, Austrian-led) German Confederation, and established the North German Confederation (basically an extension of Prussia).

The notion that he somehow tricked France into a war in 1870 is particularly silly. Both the Luxemburg Crisis in 1867 and the rejection of Baden's application to join the NGC in 1869 show that Bismarck very much didn't want conflict with France. And if he had wanted conflict, he could simply have agreed to make that Hohenzollern prince King of Spain; instead he argued very heatedly with the Prussian King to not let that happen. And after that, well, it was France who saw itself robbed of its chance to declare war and hence then declared war over the most silly nothing imaginable.

It was after that war that Bismarck realized he needed to make the alliance with the south German states permanent, and calling the ensuing Confederation "German Empire" was just a very good PR trick.

Turns out the 'government reform' promised comes about because Alyx gets so sick of hearing the Particians complain that he just kills them all and raises himself up as emperor, with the new Partician class being the people who don't complain and just get stuff done.

Ehhh. The difference is that Yenyna truly didn't want any of that. She was a tragic, haunted soul, who needed care and stability, and who eventually got that in retirement. Meanwhile, Alyx wants to be on the front or in the palace. He sees that as having a purpose, and fulfilling it.

"Meritocracy" isn't a thing. Not a system, anyway. It's an ideal, and theoretically we have that ideal - the most deserving becomes king... as voted upon by the Patricians. And that of course is why "meritocracy" is an ideal, not a system - the system is "who decides how about who is the most worthy?".

It was a joke, not a serious attempt to think what kind of system he would install.
