Fuck them. This was not the promised drought, this is a continuing issue of climate instability. The spirit people are assholes, and we're doing fine without their 'protection.' It's time to appease our own spirits anyway.

I refuse to give tribute. They called for drought, and there wasn't a drought. There was nonsense in the climate, and disease as a result. Let's make our own spirit place. This should help keep away any instability as well.

But it will be in much lesser amounts and can be stamped out near entirely!
Give me a true counter argument about disease and women being forced into it please.
Also once it's socially acceptable for prostitution to be legalised it will lead to women being expected to sexualise themselves in the home, leading to them being forced into weaker social positions.

@Academia Nut, what exactly is the difference between a Primary and Secondary major action? I assume the primary one gets more focus, but how so? If we pick a primary focus that two sub options, do they both get picked, or does it just focus on one of them really well?
 
I am sure that this turn won't convince the most thoroughly anti-supernatural people that the spirit talkers have some sort of power, but I don't think you can still claim that there is no chance that the supernatural is active in the setting.

The Spirit talkers are getting more and more aggressive, despite the fact they promised a continued drought and only brought climate instability (which was because of the environment dice roll). I don't think bowing before them is a good idea. Making our own religion right now would ease any social problems while also restricting the spirit talkers' sway with our people.

If we organize the valley first we'll be better prepared for building the wall in the valley, which would be tremendously helpful in defending against land attacks. It might also keep flood waters that come down the valley from affecting us nearly as much as it did.

You get more 'oomph' out of the primary, whether that means faster completion, better completion, or what have you. I'm roughly going that 1 Primary = 2 Secondary, so really you now have two choices, but one of them you can split up to do more stuff in general.

Yes you can. Unusual weather pasterns are not uncommon after long periods of drought, since it's just a continuation of the disruption. Disease is pretty common among societies dealing with such situations, since they are too busy trying to survive to deal with it.

I'm not saying that it's impossible, but I don't believe it just yet.
 
I believe that was decided before the lowlanders were Plague of Egypted. :V
We don't know if they are dead or not. Considering that the Egyptians were still really strong after the plagues, I would rather not say 'they're dead' only to get our villages raided en mass by desperate Lowlanders!

Remember guys: if you want to take build wall or organise settlement, you should probably specify where you want it to happen.In the valley or the sea village.
Also, not sending tribute to the spirit speakers will be risky. We never took any religious options (besides starting stuff like gardeners of the land) so we never got much religious influence of our own to counteract theirs.
Plus, they might be assholes, but they're assholes who could be using our tribute to fund the asskicking of an even bigger bunch of assholes. Why fight our enemies when we can just have our enemies fight each other instead?

You do understand the principle of supply and demand right? If there is a Demand, there will be a supply by any means possible. Banning doesn't make the situation safer, it will make it immeasurably worse.

Regulation is the only way to have some form of control and safety.

They were flooded, diseased and raided. Even if they are still ok, they are much reduced, and are likely way more interested in getting revenge on the Spirit Talkers instead of going for us.

Except countries that have legalized prostitution are on average more equal than countries that have banned it....

screw off, I wanted step farms for longer then the walls, and we need something to migrate the saying no, which would either be the temple or festival.
