There are some fundamentalist ideas such as that "non-state controlled land = suffering" that certain people preach within this thread. A sort of illusion that if that is averted, then there would be no suffering; what ever the cost.

Honestly, now that we have level 2 extended projects, the amount of infrastructure (including roads) we need to get done is staggering. This isn't even including the clearly needed God damn Dam and accompanying Canal for the lowlands.

Yeah, this kinda thing, even applied only a little since this is a secondary and not a main is bad. Since it is essentially the exact thing which leads to armies being loyal to generals and then putting them in place as King or Emperor. Additionally it encourages the attainment of more land so that more can be distributed, since land is a large source of wealth in this time. PSN lowers centralization every turn and it's likely we're going to use it to expand forestry.
Not a given that we select it due to the other costs attached (we've been poor during the midturn multiple times and not really wanted to do anything) nor, as stated, do I like flirting with being high up there anyway due to pressures on the king to be not shit at his job.Also you seem to have forgotten that we do have another option in PSN.
