Last time I did this
That was a sort of special case, as I was doing it from a different perspective than usual. I actually spend time assigning numbers to various parts of those, and then balancing them out, giving different parts different values. In this case I was first assigning the different parts of society that we could effect actions that would most clearly take care of their concerns of various departments, and just how important it was we get around to them at the time, based on the department's desires. Since I limited my scope to what seemed to be the more important actions, they didn't differ too much in actual degrees, but there were many things I simply did not put in.
Out of 25 actions, the replies I got back were "I think this is good, except for one to three actions I would change by one degree." If we take that as a measure of being off by 1 point for two options on a scale of 1-7 out of 25 options, well, my lazy math puts that at
well bellow 5% error. And I am realizing I said 5% accuracy as opposed to 5% error...
To top it off, most of the complaints were different, while others thought that other people's complaints were not good enough. Granted, it was a very small sample size, but I definitely did not have everyone claiming this was highly inaccurate in a similar manner, or just outright wrong.
No, it is not what pblur is trying to do, not even close, which is why I'm not saying to just do that.

might be a question of your formatting eternally confusing me and constantly making me think your chart says things it doesn't.
Okay, I've typed up several things, I think I finally see what bothers me about this... nope.
I'm sorry, I don't think I'm able to articulte what it is about your stat efficiency sheet that bothers me. Whenever I look at it, it looks off at first, but then I think it through and say 'oh, that makes sense and sounds like what it should do,' then I try to apply it to any given situation, such as reducing centralization and it blows up in my face because that number isn't accurate.
I'm not sure exactly what is happening, but every time I try to use your stat sheet for anything that I couldn't figure out by just looking at our list of actions, it blows up in my face when I cross check it, and I can't articulate as to why it's doing that.
I really am sorry, I don't seem to be able to give you good feed back to help here.
