Friendly remainder that this crisis might get us R 2's spy network
If the Shadow King is indeed a thing. I would think it's in fact a red herring. Everything that's happening is easily explainable by our current shitty stability and inadequate laws. We won't find a personal/heroic solution out of the crisis. It will have to be a systemic solution.

Everyone who is currently reacting with main festivals, Please consider reacting with Main Law instead.

It would give us room next turn to react with a Main Proclaim Glory, which would give 2 stab instead of the 1 from festivals

Not to mention the stability loss. This means that the People know that it is an immoral and wicked action.
It's so weird to see people vote for something that, not only against ninety percent of the things the thread has damn near stood for since the first vote, we've only done twice. The biggest and most recent being the sacking and genocide of Skull City. Which we had no input on.

But suddenly the thread full of people who so enthusiastically talk about how great and better Ymar is are voting to proactively genocide of their own free will. On our oldest friends too. Just because the secret of iron finally proct for the people who are known for metal? Given how long we've been using iron, I'm shocked it took this long.

Has the corruption that's regressed our people managed to reach forward past the screen? Have they gone mad? Just what was the point of waxing poetic about friendly happy hard working dwarfelf farmers? Where did our hobbits go to?

This conduct is not ghibbli.

Streamline bueracracy every chance we get because it will continuously ballon into a monstrosity if we don't.

Everyone breaks our outdated laws so its best to go after the flagrant rule breakers for now rather then bringing in this King of Shadows. The King looka better once he reforms the system then goes after the rule breakers so don't put the cart in front the horse.

Its time we begun the habit of routinely bribing steppe nomads. I wanted us to fight them earlier because they were the only opportunity we had to practise warfare however we have better things to do now.

A nice festival to help bring us up to maybe max stab then start our tax reform.

Actually, taking stability into consideration, I think that consulting the priests will be a better idea:

[X] [Crisis] Consult the priests (+1 RA, +1 Stability, ???)

Festival is equivalent as a [Secondary] or as a [Main].
We must start The Law either now or next turn.

We can either [Main] Festival now or we could [Secondary] Festival next turn for the same benefits. Except that it also leaves our [Main] open for doing anything, be it getting more stability or dealing with a problem.

If we start The Law now we can guarantee completion by the end of next turn (after the mid-turn). If we wait there's a good chance we'll need to wait until the turn after.

Wait so why do people think the getting to the bottom of it is a super stability killer?
Because every time we've done a quest chain like this (The Original The Law, Iron Studies) it's consumed a ton of resources and cost us Stability at the end. And we're currently busy dedicating all our resources to The Law II.

It's part of a civilization's social development process. I bet the problem exposed will be painful, and once everyone knows that it's a problem, stability will drop.

This will allow us to fix the problem at its root source, but it is not without risk, especially with the bad timing and a failed gamble.

Because it had been happening over several generations, aka longer than a singular lifetime.

It was more than one asshole who decided to sell what is essentially incredibly valuable information to what is likely the only civilization in the area that could actually make use of it. That is the truly idiotic part.

They could have gave shit to the highlanders or something, and probably nothing would have come from it. But nooooo, they had to give the means to craft stupidly good metal to people called the Metal Workers.
No the research has been happening over several generations the trade should only have been a few small iron items not the raw ore itself. It only takes one corrupt merchant to give the MW iron so they can get samples just like how we had metoric iron samples.

Some believe that we don't have the tools to spot the problems and that trying to fix them will just result in more problems. I'm not one of those people, but that's what others think.
No, I'm not doing it because I don't want to be stuck at 0 stability when starting the Law at best, since assuming that getting to the bottom of things would give stability is a bad idea.

.... I wouldn't say the thread is full of people going for that option, since according to the tally it's only 4 people who voted for the option-versus triple that voting to bribe the nmads. No need to break out the panic button yet

I wasn't specifically referring to you. My answer was certainly correct in regards to veekie and probably others as well.

These are our stability options for the mid turn.

[Crisis] Instruct and reprimand rule breakers (Sec Restore Order + Sec Proclaim Glory)
Proclaim Glory - By using art the King can promote people to trust his decisions; modified by Diplomacy skill
* S: -3 Art, -1 Econ, +1 Legitimacy, +1 Stability, potential +1 Prestige
*M: -6 Art, -2 Econ, +1 Legitimacy, +2 Stability, +1 Prestige
* Max Stability: Legitimacy
Restoration of Order - The people are uncertain, and into that uncertainty bad behaviour can flow. Send in the warriors to reassure people and root out corruption and dissent, restoring the proper function of the People, at the cost of disturbing their confidence that the king has their best interests at heart. Max Stability: Legitimacy-1
* S: Gain 0 to 2 Stability at a cost of -1 Legitimacy
* M: Roll twice, take best result, chance of additional +1 Stability
* modified by Administrative skill

[React] Stabilize the People (Main Improve Annual Festival)
Improve Annual Festival - A festival for every season, but their expansion can help put the People at ease and teach good practices.
* S: -1 Econ, -2 Wealth, +1 Stability, +2 Art, chance for additional effects
* M: -2 Econ, -2 Wealth, +1 Stability, +4 Art, chance for additional effects
* Max Stability: Legitimacy - 1

Iron Age Census

Choose a bonus
[] [Census] Chance to upgrade We Have Reserves
[] [Census] Free Administrative Tech upgrade
[] [Census] Efficient land redistribution (Main DL, does not make management harder)
[X] [Census] Streamline lower bureaucracy (+1 Passive Policy)
The extra policies are too useful, though it needs to be wondered how much difference there is between it and an administration advance, as innovation policy might lead to administration advances, and admin advances might lead to more policies.

What should be done about the problem?
[X] [Crisis] Instruct and reprimand rule breakers (Sec Restore Order + Sec Proclaim Glory)
[] [Crisis] Consult the priests (+1 RA, +1 Stability, ???)

We need the stability, especially if at war soon.

Diplomacy
[X] [Diplo] Attempt to bribe the Lightning Wolves (Sec Trade Mission + Sec Targeted Salt Gift)
[] [Diplo] Attempt to bribe everyone (Main Salt Gift, untargeted)
[] [Diplo] Hit these nomads before they get going (Main War Mission + Redeploy Red Banner)
-[] [Diplo] Free Switch to Offence Policy
-[] [Diplo] Free Switch to Defence Policy
-[] [Diplo] Free Switch to Passive Defence Policy
[X] [Diplo] Eliminate the Metal Workers before they can spread their knowledge (-1 Stability, Redeploy Red Banner, Greenshore converted to a colony)
[] [Diplo] Hold tight (No action)
ONE OF THESE TWO ach, involuntary phone caps lock
At home
[] [React] Begin work on Iron Age Law Reform (-3 Mysticism, -1 Art per action, 3-4? actions required)
[] [React] Build new aqueduct in Redshore (2*Sec Build Aqueduct)
[] [React] Improve saltern to take advantage of the new salt mine (Southshore Saltern expansion)
[X] [React] Stabilize the People (Main Improve Annual Festival)
[X] [React] Work on finishing new boat design (Main More Boats)
One of these two, leaning towards boats if we're fighting an overseas or upriver campaign.

notgreat convinced me when he pointed out the math. For those confused,

This mid turn:
Start Law
(-3 Myst, +2 after a full turn, so at next mid turn)

Beginning of next turn-
(7 Myst+2+1)

Our provinces will work on the law so we can free ourselves to do whatever Main we want.

Resulting Mysticism will be
(4+4+1)
in the mid turn as a result. This means that if the Law needs one more point we can finish it.

Meanwhile, if we wait until the actual beginning of next turn...

Beginning of next turn-
(10 Myst+1)

We can only do 3 actions, remember that even if symphony does trigger, it still takes the cost for megaprojects. So we won't get 4 actions to finish it. This means our next mid turn will be at.
(2 Myst +6+1)

And we won't be able to finish it until the start of next turn if it takes 4 turns.

Edit: And thinking about it, our provinces are likely to create the mysticism needed to finish the megaproject, so it would still be able to be finished. I'm still sticking with this vote for other reasons though.

because holy shit that would be amazing. There are so many passive policies that would be amazing to leave constantly on.

Why are people wasting time with another festival? Stability is good enough for now. In the meantime let's try to address the root of the problem by starting law reforms. Investigating too deeply into the crisis is probably risky, and we can solve it anyway by improving our administration over time. My first instinct is to attack the Metal Tribes, but the Lightning Wolves are the more immediate threat. The next best option would be to try to vassalize the Metal Tribes somehow. Keep in mind that the Metal Tribes are small and are not likely to share their technology with anyone else. As long as we can convince them not to sell iron to other civs in large quantities, it should be possible to keep the tech contained for now, at least to buy a century or two before other civs figure it out.

Just wanted to give a reminder that not everyone who is voting against getting to the bottom of this is doing so for the same reason.
That's fair.

Why are people wasting time with another festival?
To integrate refugees, reinforce good values, improve Stability so the minimum we'll be at is Stability 1 instead of 0, potentially get to Stability 3 before the mid-turn is up, and get a bunch of Art.

What part of that can't you believe?

The part where corruption lead to low treason?

Isn't that you know kind of the point?
No, the part that I can't believe is that they gave it to the people called the Metal Workers.

Like, how stupid do you have to be to give Metal Workers, known for being able to work metal, the means to better work metal?
