I know most people will choose the admin upgrade but I want this because it will make it so that we can do infrastructure and other things as well.

Administration upgrades are amazing of themselves. Combined with the new Tier opened up by the Palace and the upcoming Tax Project, it is uncontested

Getting to the bottom of the problem would help preparing for the Tax Project.

Finally Main Festival to ensure we start with a Stability buffer.

@Academia Nut does Restoration of order still have the same odds for stab as before (So ~1/3rd each result for secondary), or has that improved with the action strength increases?

Well on the bright side there's a good chance that Iron will be slow in spreading from the Metal Workers, it took centuries for it to propagate from the Ganges and the Proto-Hittites got it around this time. Even with everyone and their mother wanting it the spread will likely give us a century or three to consolidate before it spreads to our neighbors. This does increase the relevancy of crushing the Trelli now though since they're the ones most able to get it and would want it due to escalating border tensions.

All of the Census bonuses are very nice, but this one strikes me as the most powerful. We all seem to agree that the passive policy system is very nice, so let's go ahead and double it's effectiveness.

When it comes to the corruption problem, do we bandage it over or address the root of the problem? This may not be the safest option, but it's the one I prefer.

This, however, is clear. The direct attack on corruption will most likely result in a drop in stability due to internal chaos, so in order to keep stability status quo, this seems necessary.

Hah we really should have converted Greensboro into a colony when we had the chance that way they could have integrated the MW tribes and prevented this oh well what's done is done I suppose.
