I'm very uncertain as to the Diplo choice. Not voting there yet, but I listed what I am currently thinking.

Census-> +1 Policy is more actions/turn. That's always really good. A Tech Upgrade is also viable, but harder to evaluate. This, on the other hand, means we get our Infrastructure developed at a very solid rate.
Crisis-> We're at too low of a Stability to safely investigate the ??? option. This gives average +2 Stability, which is hopefully good enough
React-> Festival is a lot better as a {S} than as a {M} since we don't gain any extra Stability, and starting The Law now will give us freedom next turn with our full action set. Our refunded Mysticism means this is safe and the provinces will do the full 2 actions.

We can't, no, so now we basically have to prop them up and try to diplo vassalize them so that they don't get conquered and spread iron everywhere.

Why do you think it was all our merchants and not a few or even singular corrupt one? The metal workers had everything they need to smelt iron except the knowledge whose to say that they did not roll their own nat 100 and figure it out after looking at the few samples they had.

I'll take the infra upgrades because it's powerful and we just need action economy to build stuff moreso than tech rushing at this point. Also bloated bureaucracy is part of the problem.
zzz mystery boxes. Just take the stab restoring options IMO, then Legitimacy next turn.
If we can just point the Lightning Wolves into the Thunder Speakers or even the Trelli somehow that would be ace.
And MOAR STAB, we don't need to start Law Reform this turn.
 
We need to get The Law started this turn. We can either use our [React] action or next turn's Main. Starting it as a Reaction means we have much more versatility. Festival would be nice but {M} Festival is kinda wasteful at this point, a whole main action for just +1 Stability. We can instead do a {S} Festival next turn and get basically the same benefits, and still have our {M} slot free so we can do something like a {M} Restore Order {S} Festival {S} Proclaim Glory.

It soon became evident that some of the tribes had spent the past few generations puzzling out the samples of iron they had obtained through war prizes or highly illegal trade with the People. While the People had been incredibly strict about control over the metal, even harsher about the smiths, and utterly obsessed over the secrecy of the mines, eventually someone would have figured out how to extract the metal from the ore, and the Metal Workers were certainly one group who had the necessary skills to have figured it out.

They would have figured it out once they knew what iron looked like, but they only learned because they were using our samples.

We had to study star metal to get our iron, while they got to study shit from our idiotic merchants, so they had a super head start.

Actually, @notgreat has a point that we just don't have the stability to get to the bottom of things, plus completing the Law update should fix things more thoroughly than a patch for now would.

This would generally result in infrastructure building up faster on it's own. A very big buff over time, since it'd let us build a redshore aqueduct passively over 3 turns or likewise with other infrastructure projects.
Narratively it should help with the Law by making the bureaucracy smoother on the ground level

Actually, @notgreat has a point that we just don't have the stability to get to the bottom of things, plus completing the Law update should fix things more thoroughly than a patch for now would.
It's better for us to get to the bottom of things so that we can more properly address things when we do Iron Age Law Reform, else things'll be missed and problems which could've been solved won't even be noticed. The festival might actually bring some of these problems to the fore by giving people an opportunity to express their grievances.
 
@Academia Nut what is the difference between Early Iron Bloomeries and the ones that we have now? Presumably the MW are going to have to uptech their way to get to where we are now so it'd be nice to know how much of an advantage we have.
