Census doesn't generate mysticism except insofar as it consumes. Basically, it is a resource-neutral megaproject, which is already pretty ridiculous if you think about it.

What happened the first time around before Fey mood was six pages of the same vote and people expressing their vitriol at the nomads as one unit of Fuck Them. AN was amused by the thirty plus unanimous votes so quickly.

Why I called it a Myst generator. I am not being specific in my terminology and a resource neutral mega counts as ridiculous enough for me to be comfortable saying such things.
I mean seriously? We can do a MEGAPROJECT, an incredibly advanced one too which I don't think anyone else even has the idea too, for basically free.

-Black Soil. You actually WANT absorbent charcoal for this
-Regular fuel charcoal. Saves on the good stuff for the kilns once we get grading sorted out.
-Wood oils. By cooking conifers in sealed furnaces you can extract tars and oils, which is useful for waterproofing, glues, alchemy, lacquers, etc.
-Indoor wood demands. It doesn't take weather well, but again, diverting pine woods to domestic furniture makes them cheaper to produce and allows us to reserve more hardwoods for serious constructions.

Well, free save for the time needed to do it. And that time doesn't come cheap.
We just did a festival, though? Also, I'm not sure a festival would help here. What we really need is for our periphery states to start thinking about themselves as The People, moreso then they are now. The best way to do that is to promote cultural exchange and connectivity.
The best ways I can think of doing that are:
-Build Roads.
-Use "Influence Subordinates" actions.
-Raise Religious Authority.
