I mean, you misremembered in thinking that they had drainage systems, but didn't misremember in thinking that there was a way to shed water off to the sides. It's just that rather than being directed to particular places through a drain system (god I love our storm drains) it just drained away beneath the road through the gravel laid largely to facilitate that.
And this would not occur through simply using even more stones and gravel, into which the concrete was mixed?It isn't for construction and use, but the concrete is necessary for long term quality of the road. The layers of concrete prevent plant growth between the stones and also prevents water from undermining the road through erosion.
Roman roads wouldn't still be around to this day without those cemented layers.
I can imagine the lime killing plant roots. It's a bit hard to believe it lasted there so long but I guess it's harder to filter away through earth.
