@notgreat I'm leaning toward changing to your vote. On the other hand, it a) ties us into a 4-7 turn megaproject and only completes 3 of those turns and b) doesn't provide as much Econ as the Balanced turn or a goal-less megaproject turn might, though it's admittedly safer r.e. econ expansion slots.

That also means it's extremely fertile and we have a reason to shield it with yet another March. It's also closer for trade purposes.
It's in the driest part of the lowlands. There aren't any rivers near it and it's still in Redhills, which is notably arid. At least blackriver is by a river.

It has its risks, but also benefits. And I think the benefits outweigh the risks.

Nevermind that the HK is still holding on while the Xoh had to deal with the Nomads on their side, I think. Strategically, it also gives us a better position to absorb parts of the HK if they collapse.

Considering we have a king who's below average in admin, there's a real chance of having [Main] PG happen before RO does...which would waste the legitimacy of PG.

Trade mission to the Highlanders specifying weapons might make a major difference right now. Mass iron weapons could stalemate the whole Lowlands without giving up our monopoly.

@Academia Nut : is that an option?

IIRC AN makes a point of not being so douchey except on a crit fail.

In which case we still get a +1 stability.

Actually clearing my vote since I feel none of the current plans are alright and will vote gain in the morning so good night Y'all.

[X] [Value] Spread value (+Hero Generation)
[X] [Main] Black Soil
[X] [Secondary] Enforce Justice
[X] [Secondary] Change Policy: Expansion

Okay, Black Soil may well give us Econ slots, so why not?
And policy Expansion is good because we currently have a breather and need slots.

Secondary RO is 0-2 Stability. With Main PG, it is...huh, 1/3 of +1, 1/3 of +2, 1/3 of +3 with average admin king.

Main RO has 1/9 chance of 0 stability, 4/9 of +1, 4/9 of +2 with average king.

First option is surprisingly viable unless I messed up math.

Just perused AN's posts and haven't seen anything saying that.
It was r.e. restoration of order a long time ago. If you remind me tomorrow (going to sleep now) I'll try to find it. Or we can just ask him:
@Academia Nut How would the rolls for a Main PG + Secondary RO work?

No. Is there something wrong?
It wastes the legitimacy gain of PG. RO will, average-ishly, give a result of 1 stability gain, so honestly it might be better to do it instead of EJ, just in case we get a 2. Though a PG + EJ combo gives a guaranteed +2 stability, so it's really up to you.

You're including proclaim glory with the first one.

I honestly don't care about that. If we get 3 stability, we have full health for whatever the dice gives us.

Then might as well do Festival instead of PG for Art instead of wasting legitimacy.

Yes, it's written there. Secondary PG is included in second one.

However, I think I have a better option - main festival, secondary EJ for *guaranteed* 2 stability, +3 art...
Oh, wait, Festivals are -2 Econ. Nevermind.

The 4 econ expansions would make the overcrowding worse, i'd wager. I wouldn't be surprised if the plague breaks out again.
