We need Mysticism, Stability boosting actions can be taken by our subordinates, and done more efficiently, too.
Iron Mine, IIRC, gives +1 Mysticism thanks to the Canal, which should just tide us over even if Provinces will not take +Mysticism actions - and they probably will too.
