X] Weapons (+2 Econ, +8 Martial, ???)

This is an easy choice

[X] Restore order (Main usage)

Main at least gives us good odds.

[X] Offensive (+1 Stability)

[X] No (-1 Stability, +1 Legitimacy)

These two cancel out so no loss.

[X] [Main] Grand Sacrifice
[X][Secondary] Change Policy Defense
[X][Secondary] Expand Economy
[X] Challenge belief (Begins event chain)

Okay. Guys. I'm rather weary about the challenge belief action. I don't think we are in a good spot to try to do a potentially destabilizing event chain. Especially since our mysticism is so low.

[X] Modify belief (WotG begins to become a Value rather than a Debilitating Belief)
[X][Main] Grand Sacrifice
[X][Secondary] Change Policy Restoration
[X][Secondary] Expand Economy

No reason to challenge for shiny. We need stability

@Academia Nut is it possible to know how far away valleyhome is from True City status? Preferably in terms of "x expand econs" or "x-y expand econs", but if not then in vague terms?

Also, what legacy would we have gotten if we picked weapons?

A Balanced policy should give us everything we need. Whether it's Economy, Stability, or Mysticism, Balanced will be there to do what needs to be done. Monofocus isn't always optimal.

I want to challenge the belief, and to do that safely we need more Stability than a single action would provide.

I'm not sure how I feel about the Humility loss - more heroes is nice, but now we have dumb stuff in our megaprojects, and I suspect it will mean more political nonsense as more people want to be King.

Look, just change policy to Balance and leave it there? Our subordinates have better strats than us.

Hm. Fair enough. Going to want Veekie and others' inputs tbh. But leaning towards changing vote to Balanced. Though Defense IIRC will make walled settlements standard if done long enough without having to spend extra action to build them.

We've collected them all.
...well, we do have Lord's Loyalty. :V

Also, seeing as Offensive without targets probably will just buff up our military, which, given all the assholes in the neighbourhood, is called for:

[X] [Main] Improve Annual Festival
[X] [Secondary] Grand Sacrifice
[X] [Secondary] Grand Sacrifice x2
[X] Challenge belief (Begins event chain)

Perhaps do Balanced, then? Doing RoO as a Secondary is dangerous and sub-optimal. Balanced will either give us more Stability or will give us the Economy necessary to do the required Stability actions without potentially going broke. Defense will just drain Economy and thus reduce our ability to improve Stability.

After we fix our stability crisis what should we be working in next?

Personally, although challenging beliefs is great for long term planning it might be a bad idea in the short term. We need the stability and with us challenging age old traditions so suddenly it might not end well for anyone.

...I'm actually not sure what to do for the last action, but for now...metal secrets???

OTOH, going Festivals + GS with the Offensive in place will up our military because of Thunder Speakers, while leaving us +1 Stability to have a better shot at successfully changing belief.

Or maybe go Policy - Restoration and meanwhile do Trails+Boats.

To do it safely we probably need two stability actions, and I think the chance to upgrade Observance is worth losing a secondary non-stability action for this turn.

If we can get Observance upgraded before we build the Library and start writing down ideas - including bad ones - that would be really great.

There's no real reason to rock the boat by challenging the belief when we can simply abandon it wholesale. We don't exactly have great stability, and i'm not keen on dealing with corruption again.

I wonder if Grand Palace boosts the legitimacy (and thus stability) cap?

1. Why did we lose Nobility in Humility and how can we possibly regain it?
2. Seeing as we lack current targets for War Missions, will Offensive result in just provinces expanding their armies?

1. The initial response that got you Lord's Loyalty began a process that is militarizing the People. Repeated aggression and mass swings made the idea of having large numbers of warriors more psychologically appealing than humility, especially with the elites trait and all of the chariot contruction being used. You'll have to ditch Honour of Elites first to make it possible to regain Humility.

2. Yes, expansion of armies is something that will be happening if not switched.

Very nice bonuses! I wonder what "iron blooded" would have been if we picked weapons... probably a boost to martial generating actions i guess?

The other possibility was Iron Fist, a casus belli generator.

You probably need to give the People additional impetus to live in cramped conditions by reducing the amount of space in rural areas by consuming expand econ actions. Hard to say how much you need until you've done it at least once.

Okay, so it's time to go single-issue voter. For me that issue is Stability.

[X] [Main] Grand Sacrifice
[X] [Secondary] Restoration of Order
[X] [Secondary] Restoration of Order x2

Taking RoO without a [Main] action is asking for trouble. Instead of 1/16 chance of dropping by one stability overall it's 1/4, with 1/4 chance of no change. We can leave policy on Offense for one turn; since there is no target the provinces will instead repair our battered military.
