It may be a good idea for Keiko to apologize to the Kannagi, regardless of the clan's forgiveness.
No a much better play is to insinuate that this was a sit up. That the high priest knew keiko would be clearing that part of the countryside and drove the quislings to that spot.

The Kannagi where acceptable sacrifices. Keiko should offer them vengeance
 
Here's a potentially risky suggestion: Ask Asuma to ask Orochimaru to put his signature under a death warrant for the High Priest. Then hand that to Arikada.
 
We already have a great move to use. Make it look like Keiko was poisoned by Azai.

Action plan:

Keiko and Snowflake have already given a false impression of what it's like for the Pangolin summoner to be poisoned. Make it look like someone from the Azai faction did it this time.
  • Snowflake needs to be seen buying and eating some food publicly, bonus points if it's based on a recommendation from a Azai patrolman.
  • Panda should be her companion.
  • Snowflake should have a hidden vile up her sleeve full of blood. The deception is...she's coughing up blood in her palm.
  • Have Panda flee to get Noburi.
  • He should act as he did last time.
  • Noburi should then question Panda about if he fed Keiko something again.
  • Snowflake should be coughing and say a dramatic line before releasing herself.
  • Noburi should inform the team before retreating back to their lodgings.
  • They need to look like they are on full guard. Takahashi should visit first. (He needs to sell the deception.)

Contingencies:
  • Make sure Keiko looks very ill.
  • Deflect blame on the Kannagi. Mention a policeman recommended the snack.
  • Mari should take advantage of Keiko's sickness.
  • Lean on local allies

  • Have the Tessera of Ui Isas speak up on behalf of Keiko's character.
  • Have them compare Keiko to Ui Isas.
  • Perhaps the Tessera can question who exactly now leads Isan.
  • Compare his personal character to Ui Isas as well.
  • Have them point out the changes seen in the village from the time of Isas.
Contingencies:
  • Hazo will coordinate on his side to support Keiko
  • Haru will tap his budding new intel network to help as well in any he can.

Is it possible to compromise with Aizen?

On a purely geopolitical level, Leaf is his best option for an ally. In terms of legitimacy, support of the Pangolin Summoner would completely solidify his reign. Opposing us, even assuming he wins, will cost him greatly. We have a lot of leverage over him, especially given this is a life-or-death matter for him, whereas we can afford to walk away and live. I think we could get a lot of concessions from him in return for pledging not to undermine his authority anymore.

The real question would be whether we think a better Isan is possible with Aizen still at the helm, and whether Keiko and Yuno can accept it.

Honestly, I'm afraid that whatever clever plan we come up with is going to, even if successful, ultimately result in violence and leave some of our people dead. We've had a lot of close calls throughout the quest - eventually we're bound to hit a bad beat at an important juncture.

On the one hand, the opportunity to explore some more of this bizarre foreign nation and its obscure customs through the eyes of its ordinary people. On the other hand, the ability to better show what Mari and the rest of the team have learned about the current state of Isan, to better calibrate our future planmaking. Win-win!

The Aida, the former scroll guardian clan, are behind the High Priest as he is offering them a new purpose.

This seems the most able to be flipped, what new purpose(s) can we offer?

We have magic fish that need caretakers and guardians. There's Youth which we can probably leverage as positive good will with the Hyuga so that it's not all on them to maintain going forward. We can incorporate them as guardians of all Summoning scrolls in the village, and with retaining and organizing knowledge about the Seventh path (this one is more of a stretch).

What purpose did the High Priest give them?
