What we should level is Hozuki Mantle, because it gives a penalty to athletics until level 30.
Ayy what the heck? Hōzuki's Mantle gives +1/3 to Melee attacks? Does this make WW+HM better than WDB (for single target takedowns) per XP spent?

Offhand considerations: WDB makes multiple attacks which is hard to abstract, WW+HM builds in the pyramid filler as HM, WW+HM can be used to defend via counterattack, WW+HM gives defensive, multicombatant buffs from HM

I also contend that there's no need for a Hazou SOP vote since the voted-in 'general SOP' natively includes Hazou unless we vote in a specific SOP for him that diverges from it. This is my bold stance where I agree with you on what to do but refuse to cooperate with your way of formalizing it out of petty rejection of redundancy :p

We actually did discuss Noburi last night. He's pretty well off other than the low athletics and alertness, and doesn't have access to shadow clone, so.

Pantokrator's Hammer does not apply to Water Whip, which is not a normal weapon and does not benefit from the user's strength.

Also, note that no one has ever put XP into Ami's Ultimate Buster Bomb, and the consequences are thus unpredictable.

The quote sums it up. Very difficult, more so in proportion to the desired range, and your face may be eaten by eldritch abominations if you fail to do the right lucky dance.

I would say that WDB's range is another strength, but yes HM is pretty OP.

Yup.

WDB is an excellent crowd-clearing attack.

HM + WW is just straight up better in a white-room fight sense, assuming you have the action economy to spend.

We need to get Noburi a water element defensive jutsu that can be cast offturn with a supplemental, and level *that* as well, so that he can truly become ~mostly unstoppable.

I agree with this. Also, after reading the rules doc, I realized that SC40 gives us another clone. Therefore, it's important to get to SC40 as soon as possible, and spending XP on Pangolin jutsu impedes that.

He didn't. He figured out the seal but the waterproofing he hasn't had time to work on.

Assuming faflec is right here about the baseline being 1/2 inch, that should have resolved the waterproofing problem, no? Waterproofing for bathtub conditions only requires a few millimeters of wax, after all, unless there's something else I'm missing here.

Keep in mind Jacuzzi seals are based on Tunneler's Friend seals, which are similar to storage seals but not necessarily based off of them. Regardless, Hazou does have experience in making seals which expel contents a distance away from the actual seal, so it shouldn't be that hard to fix it.

Remind me, do Tunneler's Friends work as air canisters (store a certain amount of air), air purifiers (scrub out CO2 and other toxins), or air generators (ex nihlo)?
